SESSION OF THE GOVERNMENT: INNOVATIONS, TECHNOLOGICAL MODERNIZATION, EFFECTIVE MARKETING

President Gurbanguly Berdimuhamedov held video conference working session of the Cabinet of Ministers where current subjects of the state life have been discussed and number of document has been adopted.

First, the President called Deputy Chairman of the Cabinet of Ministers G. Mushikov who reported on the situation in the sphere under his supervision, measures to support the rates of development of national economy.

Reporting on results of work under improvement for the system of certification of export production, the Vice-premier presented the Draft Resolutions on approval of list of insurance services, on which legal entities would be able to enter into agreements with foreign insurance companies and on Recognition of voiding of the Resolution of the President of Turkmenistan No. 14594 from February 5, 2016 on approval of the List of export production subject to certification during export from the customs borders of Turkmenistan to the Head of the State for review.

It was informed that these documents were developed together with the General State Service Türkmenstandartlary, the State Customs Service and relative profile departments as well as were agreed with number of other structures.

Having listened to the report, the President highlighted that recently, certification plays important role in solution of the key issues related to trade, production relations between the states as well as with cooperation in the sphere of quality standard. Modern trends in international business environment require bringing of the mechanisms of business and economic activity of all participants in compliance with modern realities.

At the same time, special attention is paid to quality level of proposed services and goods as well as to wise strategy of cooperation with potential clients and partners, the President continued, having noted the necessity of further improvement of works in this direction. Having signed the Resolution, the Head of the State sent them to the Vice-premier by electronic document management system, having requested to hold the fulfilment of these regulatory acts under control.

Deputy Chairman of the Cabinet of Ministers M. Meredov reported on measures taken for improvement of activity of oil and gas complex of the country, strengthening of production and resource potential of oil and gas industry, training of qualified specialists for the branch, improvement of professional level of personnel as well as for organization of scientific and research works in oil and gas sphere according to the time requirements.

Summing up the report, President Gurbanguly Berdimuhamedov highlighted that dynamic development of national economy in the aspect of opening of new facilities, which are specialized in deep processing of oil and gas, and expansion of export routes of Turkmen energy carriers to the world markets depend on efficient use of hydrocarbons resources of the country, which has huge natural reserves.

Having noted that all of these open big opportunities for investment and productive cooperation with reporesentatives of foreign business circles, the Head of the State gave instructions for diversification of partnership with foreign companies working in Turkmenistan such as Petronas, Dragon Oil, Chinese national Petroleum Corporation, Kawasaki, Sojitz, TOYO, Mitsubishi, ITOCHU, LG, Hyundau, ENI, Mitro International, Petrofac, Tatneft, Rönesans Holding and other.

Having focused on strengthening and modernization of scientific base of high and secondary professional educational institutes, scientific and research facilities as well as training centre in the structure of oil and gas complex, importance of activation of work for implementation of new technologies, digital management system and advanced world practice, President Gurbanguly Berdimuhamedov addressed the vice-premier with number of specific assignments.

It was mentioned that improvement of training of engineering personnel, drillers, geologists and specialists of different directions in fuel and energy complex is one of the main objectives as the level of technical development of the industry in the world and diversification of oil and gas industry in our country set new requirements.

Having highlighted importance of improvement of qualification of personnel at special course using the capabilities of departments of International Oil and Gas University and its branch in Balkan Velayat, secondary professional schools of the State Concerns Türkmengaz and Türkmennebit in Mary and Balkanabat, training centres, which were opened by foreign companies working in the country, President Gurbanguly Berdimuhamedov gave instructions for organization of this activity to the Vice-premier.

In his turn, Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev reported on seasonal field works in the regions, including care of the wheat. These days, mineral fertilization and vegetation irrigation of the winter crops are carried out according to agricultural technical standards. At the same time, preventive measures are taken for weed and pest control whenever it is necessary.

It was informed that the cotton sowing has started in Ahal, Balkan, Lebap and Mary velayats and the cotton producers of Dashoguz are ready to join this campaign.

Maintenance facilities and farming associations take planned measures for uninterrupted work of equipment, scientists and specialists are sent to the velayats for site consultations on production of rich yield of agricultural crops.

The President of Turkmenistan gave number of assignments for increment of rates of seasonal works, technical and material provision of the cotton producers to the Vice-premier. At the same time, special mention has made of importance of improvement of culture of farming as an integral factor of successful development of agrarian sector.

The Head of the State ordered to hold the issues related to creation of conditions for increment of production volumes of fruit and vegetable production under permanent control. The utmost attention has to be paid to the care of trees, which were planted during recent national green campaign, the President highlighted.

The Head of the State noted that modernization and technological rearmament are the basis for successful changes in agricultural sector. For this purpose, the government regularly procure modern equipment and machinery from the leading world producers. In this regard, the President pointed out the necessity of organization of proper work of equipment maintenance centres and improvement of professional training of agricultural personnel.

Deputy Chairman of the Cabinet of Ministers, Secretary of the state Security Council Ch. Amanov informed about the situation in the structures under his command, integrated measures for realization of the military reform, provision of stability in the country. issues related to fulfilment of assignments of the Head of the State on strengthening of equipment and facility base of the Armed Forces, training of qualified specialists for security forces have been highlighted.

Summing up the report, President Gurbanguly Berdimuhamedov has focused on the Military doctrine of Turkmenistan, which has exclusively defensive character. This strategy has been developed taking into account modern military and political situation in the world and comprehensively meet the main principles of the government policy, the Head of the State continued, having noted that objectives of military and law enforcement agencies require each leader to approach assigned task with full responsibility.

Activities for military and patriotic education of personnel, improvement of professional level of officers, provision of security forces with material resources as well as solution of issues related to establishment of favourable conditions for service and life of military personnel are important components of this work.

Turkmen leader addressed the Vice-premier, the Secretary of the State Security Council with assignments to prepare to the coming session of the State Security Council on the outcomes of three months of the year.

Deputy Chairman of the Cabinet of Ministers Sh. Durdiliyev reported to President Gurbanguly Berdimuhamedov on the situation in the spheres under his supervision, measures for modernization of facilities of energy sphere.

Power energy has a significant role in rapid industrialization of Turkmenistan, dynamic development and increment of export potential of national economy. Targeted work is carried out in the country for uninterrupted provision of electricity to existing and new industrial and social facilities.

Modern gas turbine power stations, powerlines, distribution substations are built, system of power provision and lighting of the capital, other cities and settlements is renewed under this work.

Increment of production of output of energy industry, timely maintenance and reconstruction of power facilities are the main condition of reliable provision of consumers of electricity. In this regard, the Vice-premier made proposal on arrangement of production of necessary spare parts and energy equipment at the facilities of the Ministry of Industry and Construction Production.

The Vice-premier was requested to continue paying special attention to strengthening of equipment and facility base of the industry and to steadfast increment of volumes of export of electrical energy.

Deputy Chairman of the Cabinet of Ministers B. Ovezov reported on the situation in the structures under his supervision, fulfilment of set objectives. The Vice-premier reported on the measures taken for modernization of fleet of all mode of transport, especially in railway transport, and cargo transport services.

Having listened to the report, the President highlighted that development of transport communications is one of priorities of the government policy. National transport strategy is based on idea of restoration of the Silk Road, which used to run across Central Asia for many centuries. In modern conditions, this transcontinental route is to support realization of significant economic potential of Turkmenistan and other states of the region.

Restoration of historical role of the Silk Road is very important in the context of achievement of the Sustainable development goals announced by the UN, strengthening of cooperation between the people of Europe and Asia on the principles of mutual respect, equality, trust, Turkmen leader said.

Our country actively supports opening of international Lapis Lazuli transport corridor, which running across Turkmenistan, Afghanistan, Azerbaijan, Georgia and Turkey would support strengthening of productive cooperation in wide geographic economic space including the regions of Central and South Asia, Caspian and Black Sea basins and Mediterranean.

Relative resolutions on transport issues, which were adopted by the UN General Assembly, visually indicate the currency of constructive proposals, which received wide support of the world community. It is remarkable that Turkmenistan has been elected to the Bureau of the Internal Transport Committee of the United Nations European Economic Commission in 2019 – 2020, the Head of the state said.

Providing reliable transport transit, Turkmenistan pays special attention to provision of railway sphere with modern equipment. It opens big perspectives for further increment of volumes, expansion of the geography of transit and transport movement of cargo and passengers.

President Gurbanguly Berdimuhamedov has also focused on work of Türkmendemirýollary Agency, having highlighted the necessity of modernization and further improvement of equipment and facility base of the sphere, having addressed the Vice-premier with number of certain assignments.

Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov reported on the activity of the structures under his supervision as well as presented renewed project of the Regulations of Exchange Trades for Sale of Commodities of the Trade Complex of the country abroad.

This document has been developed due to the joining of the Ministry of textile Industry and the State Association Türkmenhaly to the trade complex of the country and is aimed at active promotion of local textile and carpet production in foreign market, regulation of procedures related to this. The Vice-premier noted that the project takes into consideration all recommendations and proposals given by Head of the State Gurbanguly Berdimuhamedov earlier.

Further, the report on fulfilment of the assignments given by the President of Turkmenistan for provision of requirements of the population with wide variety of food products and stable prices has been presented. Relative Interdepartmental commission for development of measures for increment of capacities of import substitutive production facilities, support and stimulation of local producers, effective involvement of their capabilities has been founded for effective solution of these subjects.

At the same time, the list of necessary import of food products has been studied and work for their supply, making of sufficient stocks and storage as well as price formation are carried out. Number of proposals, which have been brought out to the Head of the State for review including composition of the Commission have been developed for improvement of activity of the Commission.

Having listened to the report, President Gurbanguly Berdimuhamedov noted that expansion of volumes of import substitution and increment of export potential of the country, development of competitive production facilities are aimed at strengthening of stability of national economy, its self-sufficiency and independence taking into account the processes of globalization. The government presents all necessary conditions and capabilities for this.

Having approved presented proposals, the President signed the Resolution on Improvement of regulations of exchange trades of commodities of the trade complex of Turkmenistan abroad and on Approval of the composition of Interdepartmental commission for further improvement of provision of food products and regulation of export and import in Turkmenistan.

Having sent the documents to the Vice-premier by electronic document management system, the Head of the State ordered to continue systematic analysis of condition of local market and foreign market situation for the formation of flexible marketing strategies meeting the requirements of local and foreign consumers.

Deputy Chairperson of the Cabinet of Ministers B. Abdiyeva reported on the application of digital technologies in work for improvement of activity of the State Committee for Television, Radio Broadcasting and Cinematography.

It was mentioned that the Council has been established under the Committee, which main objectives is to control all levels of creative process of making of relative production. The work of this structure, which includes experienced specialists and mentors, is optimized by use of capabilities of digital system including local network.

Training of professional personnel as well as re-training of specialists is carried out in the State Committee for Television, Radio Broadcasting, Cinematography and in initial professional school under this organization due to the introduction of digital technologies. The lessons are held according to special programme and relative certificates will be given to students after completion of the courses.

It is also planned to use capabilities of digital system in advertising activity of the organization, which will allow improving quality of services significantly.

Having listened to the report, President Gurbanguly Berdimuhamedov highlighted importance of use of digital technologies, which open big opportunities for making of modern media production and improvement of its level, in work of the State Committee for Television, Radio Broadcasting and Cinematography.

Professional level of all specialists of this system and artistic approach are the main requirements in organization of effective work of TV and radio broadcasting, the Head of the State said, having given specific assignments to the Vice-premier.

Deputy Chairman of the Cabinet of Ministers P. Agamyradov, who presented Draft Programme of transfer of the science sphere to digital system in 2020 – 2025 and the Action Plan of realization of the programme, has been called to the session.

It was mentioned that the Academy of Sciences developed this project according to the assignments given earlier and following objectives outlined in the Programme of social and economic development of the country until 2025.

According to the plan, it is proposed to bring scientific and research activity of the country, interrelation between science, education and production to new level, provide scientific, technical and intellectual support to reforms in national economy.

The plans of development of active cooperation between scientific and research institutes of the country as well as international cooperation by latest information and communication technologies have also been made.

It was mentioned in the report that implementation of the developed programme will allow establishing effective, stable and cost effective digital scientific system based on information technologies, achieving close connection between science and production according to advanced world practice, justifying the management of different branches of the economy scientifically.

Introduction of new technologies will also support making software for scientific studies and developments, active attraction of youth into science, engineering, technological entrepreneurship.

Having listened to the report, the Head of the State noted that dynamically developing and actively integrating into the world economic, cultural and technological space, Turkmenistan has always been and remains to be active supporter of attraction of innovations to different spheres of activity.

Focusing on importance of digitization of all branches of national economy, the President ordered to take proper measures for the most efficient use of potential of national scientific institutes, stimulation of development of modern information and communication technologies.

Having signed relative Resolution, the Head of the State sent the document by electronic document management system to the Vice-premier and gave instructions for realization of this Programme.

Deputy Chairman of the Cabinet of Ministers R. Meredov reported on the subject of joining of the country to international documents for environment protection.

In this regard, it was mentioned that cooperation with the UN and other competent organizations including in natural protection and ecological spheres is one of the main vectors of foreign course of neutral Turkmenistan.

At the same time, special attention is paid to strengthening and expansion of relative legal and regulatory base. Systematic work is carried out for provision of active participation of our country in international conventions and other multilateral documents.

At present, Turkmenistan is a member of 20 multilateral international documents in the above-mentioned sphere. The Vice-premier, the Foreign Minister made proposal on joining of our country to number of multilateral documents for realization of constructive initiatives of the Head of the State aimed at implementation of ecological diplomacy and further development of partnership under the United Nations and its profile structures.

It includes Convention on protection of migrating animals (the Bonn Convention), which has entered into force in 1983, and Agreement on protection of Afro-Eurasian migrating wetland birds from 1999, which was developed under the patronage of the UN Environmental Programme as well as the Kigali Amendment of the Montreal Protocol on substances depleting ozone layer adopted in 2016.

Summing up the report, President Gurbanguly Berdimuhamedov noted that matters of environment protection and provision of ecological safety are directly related to the achievements of the global Sustainable development goals. Taking an active position in development of balanced solutions, our country psoposes specific initiatives aimed at expansion of fruitful regional and international cooperation in this important spheres including in the UN format and the format of its specialized structures.

It was highlighted that ecological aspect is an integral part of the state policy of Turkmenistan, which pays special attention to careful treatment of natures and rational use of its reserves, wide implementation of advanced green technologies and resource saving technologies.

Having ratified number of important natural preservation conventions of the UN, our country demonstrate serious and responsible approach to fulfilment of undertaken obligations, President Gurbanguly Berdimuhamedov said. Realization of all large-scale national reforming programmes in economic sector and social sphere is closely related to ecological factors as with the main term for prosperity and improvement of life quality of people.

Existing regulatory and legal framework is steadily improved for these purposes. Taking into account the obligations following from important UN documents adopted in the last few years, National Strategy for climate change has been approved last year.

Promoting ecological diplomacy as one of priority vectors of its foreign course, neutral Turkmenistan makes significant contribution to the strengthening of international cooperation in natural protection sphere.

Speaking of it, the Head of the state approved proposal on joining of the country to the above-mentioned multilateral documents, having requested the Vice-premier to continue working in this direction on systematic base.

Speaker of the Mejlis G. Mammedova iformed President Gurbanguly Berdimuhamedov about current activity of National Parliament for modernization of legal bases of the state, legal support of reforms in the country. it was noted that working groups of the Mejlis continue working on bills related to judicial and executive authorities, scientific and artistic activity, international cooperation, etc.

Deputies actively carry out informational and educational work on sites for explanation of the meaning and importance of the constitutional changes, new legal documents and different directions of progressive policy pursued by the Head of the State in different directions.

Having noted that law-making activity of the Mejlis is an effective tool for successful implementation of socially oriented strategy of the state development and constitutional and other structural reforms in the country, President Gurbanguly Berdimuhamedov highlighted importance of work for modernization of national legal base.

Other important issues of the state life, on which relative decisions have been made, were reviewed at the session.

In the end of the session of the Cabinet of Ministers, the Head of the State informed that next session of the Government would be held online in extended format, dueign which outcomes of activity of the branches of the country and its social and economic development for the first quarter of the year would be discussed.
