SESSION OF THE GOVERNMENT: OUTCOMES OF FOUR MONTHS, PRIORITY OBJECTIVES, PREPARATION TO HOLIDAYS

President Gurbanguly Berdimuhamedov has held video conference session of the Cabinet of Ministers, at which the results of work of the branches of national economy for four months have been summed up.

Opening the session, the head of the state has given tie floor to Speaker of the Mejlis of National Assembly G. Mammedova and Deputy Chairman of the People’s Council of National Assembly K. Babayev.

Speaker of the Mejlis of National Assembly G. Mammedova has informed about law-making activity of National Parliament from the beginning of the year and work for development of international cooperation.

42 documents including 23 Laws of Turkmenistan and 19 Resolutions of the mejlis have been adopted for the past four months. Members of the Mejlis participated in 46 international events, 40 of which were held in online format.

Meeting “Role of parliamentarian in strengthening of international peace and trust” timed to remarkable dates of our country has been held in video conference format with participation of parliamentarians from 15 countries.

President Gurbanguly Berdimuhamedov highlighted the importance of modernization of national legislation in the context of realization of socially oriented political course of our country.

Deputy Chairman of the People’s Council K. Babayev has informed about measures for organization of activity of new chamber of National Assembly.

At present time, the composition of the committees of new chamber of National Parliament has been formed up, list of personnel has been approved and relative work is carried out. Members of the People’s Council also learn the activity of the Mejlis for improvement of national legislation, participates in the sessions of the working groups and share the experience in various organizational issues and prepare working plans.

Members of the People’s Council, deputies of the Mejlis participate in conferences, meetings and other events held together with political parties and public association. Speeches in mass media and special programs are also organized.

President Gurbanguly Berdimuhamedov has focused on immediate measures for organization of work of the People’s Council. In this regards, the necessity of learning of all members and of People’s Council and deputies of the Mejlis in the Academy of the Government Service and familiarization with coming activity has been noted.

At the same time, it is necessary to start preparation to the first session of the People’s Council, to organization of it on the highest level, the head of the state said giving relative instructions.

Further, having announced the agenda of the session of the Cabinet of Ministers held in online format, the President of Turkmenistan noted that traditionally, the pardoning action of imprisoned citizens, who sincerely regretted in what they have done and are ready to start new life, is held on the threshold of the Night of Power. Following the principles of humanity, we demonstrated mercifulness to these people and free them from further sentence, the head of the state said.

Further, the floor was given to Deputy Chairman of the Cabinet of Ministers, Secretary of the State Security Council, Chairman of the Commission for Citizenship and Pardoning under the President of Turkmenistan Ch. Amanov who reported on results of work carried out by the Commission.

Having listened to the report, the President noted that he signs the Order on pardoning of 982 citizens of Turkmenistan and 53 foreign citizens on occasion of the blessed Night of Power.

Addressing the vice-premier, Secretary of the State Security Council Ch. Amanov, the president ordered him and the heads of law enforcement structures to take proper measures for pardoned citizens released from the prison could join their families as soon as possible.

Heads of the regions, districts and cities as well as other officials were requested to take necessary measures for employment of pardoned people. President Gurbanguly Berdimuhamedov wished people who were released from the prison to work honestly.

Deputy Chairman of the Cabinet of Ministers G. Mushikov has reported on results of social and economic development of the country for four months of the year.

Macroeconomic indicators, including stable growth of the GDP for the period under review, visually indicate steadfast character of national economy.

Comparing with the same period of the last year, the volume of production is 3.8 percent higher in January – April. The volumes of retail trade has been also increased. Thus, this indicator has increased by 17.5 percent for four months of the year comparing with the same period of 2020.

The plan of the revenue of the State budget has been executed by 128.3 percent and the expenditure part by 96 percent. Comparing with the same period of 2020, average salary wages have been increased by 10.5 percent. Salary wages, state allowances, pensions and student scholarships have been paid on time.

Indicator of the volume of developed investments from all sources of financing has been increased by 2.3 percent for the period under review comparing with the same period of the last year.

The vice-premier has also reported on the rates of realization of National rural program.

Summing up the report, President Gurbanguly Berdimuhamedov has stated with delight that macroeconomic indicators of the branches of national economy for four months of the year indicates stable development of the country. Focusing on priority objectives of financial and economic sector, the head of the state highlighted that control of the programs, measures for attraction of foreign investments as well as development of proposals for elimination of existing deficiencies are the main duties of the heads of infrastructures under supervision of the vice-premier.

Having noted the importance of successful implementation of plans under the government programs for opening of import substitutive production facilities and increment of export oriented production, the head of Turkmenistan requested to activate work in these directions.

Having specified rapid transit to digital system, privatization of the state-owned facilities and transfer them to joint stock ventures among current vectors, President Gurbanguly Berdimuhamedov ordered the vice-premier to take certain measures for timely fulfilment of set objectives.

Further, Deputy Chairman of the Cabinet of Ministers Sh. Abdrahmanov reported on outcomes of work of the structures under his supervision for four months of the year.

It was informed about technical and economic indicators reached in oil and gas condensate production and oil refinery. It was noted that the plan for production of gasoline has been fulfilled by 109 percent, diesel fuel by 100.8 percent, polypropylene by 105.5 percent, lubricating oil by 100.1 percent, liquefied gas by 107.1 percent, natural and associated gas production by 114.6 percent, export of gas by 119.3 percent, development of investments by 109.1 percent.

Having listened to the report, the President of Turkmenistan has noted that despite some movements in oil and gas industry, there are still deficiencies in certain branches. Thus, the head of the state demanded the vice-premier to hold the issues related to increment of oil production under strict control.

In addition, the head of the state has noted the necessity to pay close attention to increment of production of polyethylene and polypropylene, introduction of innovative technologies to the activity of the State Corporation Türkmengeologiýa.

The head of the state has requested to accelerate the development of oil fields in the Caspian Sea, construction of transnational TAPI gas pipeline, to carry out effective work on other international projects for export of natural gas.

Further, the vice-premier has reported on preparation to the forum on attraction of investments to fuel and energy complex planned to be held on May 12-13. It is expected that representatives of foreign companies and banks will participate in work of the forum.

Having listened to the report, the President of Turkmenistan gave number of instruction for organization of this international event on high level to the vice-premier.

The head of the state has also signed the Resolution on giving authorities to Chairman of the State Concern Türkmennebit G, Baygeldiyev for signing of relative amendments to the Agreement on Production Share, having sent it to the vice-premier by digital system and given relative instructions on control of the objectives followed from these documents.

In his turn, Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev has reported on the outcomes of activity of the branches under his supervision in January – April this year.

The growth rate of production in agricultural complex was 104.1 percent comparing with the same period on the last year including 104.2 percent in the Ministry of Agriculture and Environment Protection, 102.4 percent in the State Water Management Committee, 104.3 percent in the State Association Türkmen atlary.

Addressing the vice-premier, President Gurbanguly Berdimuhamedov has focused on provision of agricultural fields with water. Having noted that there was not enough rain this spring and shortage of water is expected this year, the head of the state ordered to inspect the capacity of rivers and water reserves, to clean them and to introduce modern water saving technologies.

The President said that the vice-premier has to visit districts more often together with the heads of the ministries and departments under his supervision in order to know the work of farming associations and course of the cotton sowing, to provide necessary assistance in implementation of the program of reformation of agricultural complex.

Turkmen leader has focused that the subject of land cadaster is very important for strengthening of food abundance in the country. In this regard, the head of Turkmenistan has noted the relevance to start developing the State Land Cadaster with participation of the members of the People’s Council and deputies of the Mejlis of national Assembly.

Deputy Chairman of the Cabinet of Ministers B. Ovezov has reported on the outcomes of activity of the ministries and departments of transport and communication sphere in January – April. The production plan of this complex has been executed by 113.6 percent for the period under review.

The growth rate of the Türkmendemirýollary Agency was 103.9 percent, Türkmenawtoulaglary Agency – 129.1 percent, Türkmendeňizderýaýollary Agency – 116.4 percent. Relative work has been carried out by Türkmenhowaýollary Agency.

Having listened to the report, President Gurbanguly Berdimuhamedov has noted that some departments of transport system have big difficulties caused by the coronavirus pandemics in the world at present time.

Complications related to fulfilment of production objectives of the agencies appeared after stopping of air connection and reduction of cargo flows, the head of the state pointed out ordering the vice-premier to approach the solution of financial issues of the structures under his supervision with full responsibility and to provide required support to these structures.

Deputy Chairman of the Cabinet of Ministers Sh. Durdiliyev has reported on the results of work in the branches under his supervision for four months of 2021.

Thus, the production and service plan of construction and industrial sector was executed by 129.5 percent with the growth rate of 117.2 percent.

The Ministry of Construction and Architecture has fulfilled the production plan by 108.7 percent with the growth rate of 100.5 percent.

The Ministry of Industry and Construction Production has executed the production and work plan by 125.2 percent with the growth rate of 119.3 percent.

The Ministry of Energy has performed the production, work and service plan by 119.7 percent with the growth rate of 117.9 percent.

The plan of production and export of electricity has been executed by 105.8 and 144.3 percent with the growth rate of 109.9 and 145.3 percent respectively.

The State Concern Türkmenhimiýa has executed production and service plan by 159.3 percent with the growth rate of 141.2 percent. The administration of Ashgabat has executed the production and service plan by 116.7 percent.

Summing up the report, President Gurbanguly Berdimuhamedov has stated that there are average indicators in construction works for the past four months and gave instructions for acceleration of rates and effectiveness of work in this regard. The head of the state has demanded to organize works for attraction of investments to construction and industrial spheres on proper level.

It is necessary to continue works for formation of the energy ring inside the country and construction of Turkmenistan – Afghanistan – Pakistan power line, the President noted.

Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov has reported on the results of work of trade and textile industries as well as private sector for four months of the year.

The growth rate of trade of the Ministry of Trade and Foreign Economic Affairs was 112.7 percent for the period under review comparing with the same period of the last year with the growth rate of 109.1 percent.

The growth rate of production including cotton yarn and fabrics made by the facilities of the Ministry of Textile Industry was 114.4 and 100.4 percent respectively, sewing and knitted production – 123.3 percent, leather production – 100.1 percent.

The plan of production of the State Association Türkmenhaly was executed by 113 percent. The State Commodity and Raw Material Exchange has held 98 trade sessions and concluded 10,422 contracts in January – April.

The growth rate of works performed by the Trade and Industrial Chamber was 106.1 percent. The growth rate of agricultural and food production of the Union of Industrialists and Entrepreneurs was 124 percent and growth rate of industrial production was 129.6 percent for four months of the year.

Having listened to the report, President Gurbanguly Berdimuhamedov focused the attention of the vice-premier on the necessity to continue work for increment of import substitutive production and reduction of import.

Deputy Chairman of the Cabinet of Ministers M. Mammedova has reported on activity of the structures under her supervision for the past four months.

Cultural events including exhibitions, meetings and contests, concerts, educational actions as well as opening ceremonies of social and cultural facilities have been held in honor of the 30th anniversary of the country’s independence and 140th anniversary of Ashgabat.

Turkmen specialists have participated in online meetings, conferences and various international webinars for the period under review.

From the beginning of the year, Turkmen State Publishing Service has published 148 various book production. The department of digital technologies and information security has been made on the base of the Ministry of Culture and Turkmen State Publishing Service.

The information about activity of mass media on highlighting the achievements of the country in various spheres has been presented under the report. Having listened to the report, the President focused the attention of the vice-premier on activation of work for preparation of programs dedicated to anniversary dates of TV and radio channels. The head of the state has pointed out the necessity of update of the theatre repertoire.

At the same time, the vice-premier has received specific instructions for continuation of explanatory work on sanitary, prevention of infectious diseases and precaution measures.

Further, Deputy Chairman of the Cabinet of Ministers M. Geldiniyazov has reported on outcomes of work performed in January – April this year in educational, scientific, healthcare and sport spheres.

Online seminars on implementation of new prevention methods and treatment of diseases have been organized together with representatives of international organizations and partner universities in the period under review.

Integrated work has been carried out in treatment and preventive facilities for in on implementation of new prevention methods and treatment of diseases in medical practice.

Measures for successful realization of the government youth policy, improvement of the single system of education of growing generation, active popularization of sports and physical culture have been undertaken. Preparation of young sportsmen as well as national teams to the XXXII Summer Olympic Games is ongoing.

Summing up the report, President Gurbanguly Berdimuhamedov has noted that there is a requirement to develop new educational programs on the most demanded directions. The head of the state specified education of specialists of financial sphere, agriculture and industry, including electronic industry, international legal experts among the most important directions.

The importance of modernization of national health protection system, use of modern prevention, diagnostic and treatment methods of various diseases, especially infectious diseases, as well as popularization of sport has been highlighted.

Having signed the Order on award of presents on occasion of the 76th anniversary of Victory in the Great Patriotic War 1941-1945 and sent it to the vice-premier by electronic document management system the President of Turkmenistan gave number of certain instructions for implementation of the document.

Further, the floor was given to Deputy Chairman of the Cabinet of Ministers, Chairman of the Supreme Control Chamber S. Berdimuhamedov who reported on the outcomes of working trip to Kazan (The Republic of Tatarstan, Russian Federation) on April 29-30 this year.

Turkmenistan’s delegation has participated in the session of Eurasian Intergovernmental Council, which is one of the leading authorities of Eurasian Economic Union and international organization for regional economic integration.

Meeting with the Prime Minister of the Russian Federation Mikhail Mishustin was held under the program of the visit of Turkmenistan’s delegation to Kazan on April 30. The meeting with the President of the Republic of Tatarstan, Russian Federation Rustam Minnikhanov took place on the same day.

The members of the delegation have also held bilateral meetings with Russian colleagues. Perspectives of cooperation in trade, economic and banking spheres, oil and gas industry, agriculture, air and maritime transport, business were the subjects of detailed discussion.

Summing up the report, President Gurbanguly Berdimuhamedov highlighted that neutral Turkmenistan is always open for fruitful dialog with all interested foreign partners.

It was noted that our country and the state of Eurasian Economic Union are connected with relations of friendship and neighborhood, understanding and trust. The country members of Eurasian Economic Union are important trade partners of Turkmenistan, cooperation with which has multidimensional potential.

Speaking of Turkmen – Russian relations, the head of the state has noted that these relations are built on solid foundation of friendship and good neighborliness, mutual respect, trust and support. Turkmenistan and the Russian Federation work closely in wide range of directions including trade and economic sphere, fuel and energy complex, transport and logistics, industry, construction, etc.

At the same time, interstate dialog in cultural and humanitarian sphere has fruitful character. Russian Federation is a strategic partner of Turkmenistan, cooperation with which is also developed in the world arena.

Important role in practical implementation of existing potential of cooperation and definition of its new actual vectors is given to join Intergovernmental commission. Speaking about this, the President requested the vice-premier, Chairman of the Supreme Control Chamber S. Berdimuhamedov to continue relevant work in this direction.

Further, Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov has made a report on the outcomes of activity of the Ministry for four months of the year.

Relative work has been carried out for implementation of foreign course of independent neutral Turkmenistan and solution of objectives given by the head of the state. 638 various level meetings have been held in video conference format in January – April. 35 meetings and talks have been organized together with foreign countries and international organizations.

Contacts between foreign departments have regular character. Talks and consultations with foreign departments of number of countries have been organized since the beginning of the year. Ministerial meeting of Central Asian countries and USA has been held in C5+1 format. Steadfast measures are taken for intensification of foreign economic relation of Turkmenistan.

Summing up the report, President Gurbanguly Berdimuhamedov has focused on planned numerous international events and conferences ordering the vice-premier, the Foreign Minister to provide their high organizational level.

Further, addressing the participants of the session, the President has stated that outcomes of four months indicate that despite the situation caused by the pandemics of coronavirus infection affecting the global economy, our country continues developing successfully.

The volume of the GDP is kept on the level of 5.9 percent. Numerous industrial and social facilities have been opened and are under construction, the leader of the nation continued. The state programs aimed at increment of import substitutive and export oriented production are successfully implemented under diversification of the economy.

Digitization and industrialization process, reformation of scientific and educational spheres are continued. Production sphere is being modernized and market economy is under formation. Oil and gas field are developed, construction of Turkmenistan – Afghanistan - Pakistan energy and communication systems and transnational TAPI gas pipeline are carried out. Other international projects are prepared to be implemented, the head of the state highlighted.

The policy for development of private sector is steadily pursued. Improvement of political system of the state is continued. New body – the People’s Council of National Assembly, has been founded and started working.

Nevertheless, despite positive indicators, we still have many things to work on. President Gurbanguly Berdimuhamedov highlighted that the state programs have been adopted and objectives for elimination of deficiencies have been determined for solution of existing issues.

It is also necessary to implement the Program of social and economic development of the country in 2021 – 2025. It is necessary to prepare to the events timed to the 140th anniversary of Ashgabat, 30th anniversary of independence and Neutrality Holiday on proper level, the head of the state said.

Addressing the participants of the session, Turkmen leader has focused that national holiday – the Victory Day, will be celebrated in Turkmenistan on May 9. This year, it falls on other big holidays observed in the holy month of Ramadan.

Taking into account the traditions and customs of our people as well as other events, the President of Turkmenistan proposed to hold all celebration events on the evening of May 9. Flower laying ceremony to the Memorial Complex “People’s Memory” will be held on this day, after which food donation will be given to pay tribute to the memory of fellow countrymen lost in war.

Coming activities are very important events for our country and have to be held on high organizational level.

Continuing the session, the President of Turkmenistan has signed the Order on celebration of Eid Al-Fitr announcing May 13 as a day off.

Further, addressing the members of the Cabinet of Ministers, the head of the state informed that he would like to share the news that he has finished working on his new book, which was named “Ak şäherim Aşgabat” (“White city Ashgabat”).

The capital of independent neutral Turkmenistan is a heart of our Motherland. This is a center embodying international authority of our state and its place in the world community. Ashgabat is one of economically developed and beautiful cities of the world with high level of culture. Its image matches the variety of natural landscapes and combines the trends of various epoch, the leader of the nation said.

Ashgabat is a historical center. We respect its glorious 140 years of history, information of which has been remained in written sources. However, undoubtedly, the life existed on the earth well before that, President Gurbanguly Berdimuhamedov continued. Thus, ancient Parthian stronghold was located in the outskirts of Ashgabat, which can be used to study the history of this great state.

Ashgabat is also called as a city of lovers. This concept is based on many wonderful historical events, which characterize the population of the city as friendly, hospitable and open-hearted people. There is no doubt that today, the residents of the capital remain to be good, hospitable and always ready to help anyone who needs it, the head of the state said.

We have put many efforts and invested significant resources for construction of various facilities reflecting national colors and historical and cultural values in the capital. Therefore, Ashgabat is a visual embodiment of sincere love of its residents. Many facilities of the main city of the country with their unique features have been included to the Guinness Record Book, the leader of the nation noted.

For 140 years of its existence, Ashgabat has experienced many ordeals, in which the residents of the city actively participated. Our people have always demonstrated solidarity both in good and hard times.

Difficulties of 1941-1945 Great Patriotic War have also touched Ashgabat’s citizens. Catastrophic earthquake in 1948 has flattened the city. There was not a single family which have not suffered from this horrible natural disaster. But we have managed to restore and build our beloved city, the President of Turkmenistan highlighted.

Today, our wonderful capital has become a center of development of sports, culture, science and education. Ashgabat continues to be built rapidly, its architectural image changes beyond recognition in front of our eyes.

Many things are done for organization of cultural activity of the citizens. Ashgabat is an excellent example of modern city. The facilities built in the city are constructed based on the concept of ‘smart city’. New complex Ashgabat-city is built in the northern part of the capital. The Nisa fortress, which is included to the UNESCO World Heritage List, is located in the west.

The fact that this competent international structure has included Turkmen capital to the network of dynamically developing cities indicates new level of development of Ashgabat. Therefore, the most advanced ideas are implemented in the city, the head of the state noted.

President Gurbanguly Berdimuhamedov said that he has tried to reflect all of these in his new book. The head of the state has also expressed hope that this work would be interested and useful, having become a present for fellow countrymen to the 140th anniversary of Ashgabat. In this regard, Turkmen leader said that the participants of the session would receive this book after the session.

The President of Turkmenistan requested Deputy Chairman of the Cabinet of Ministers Sh. Durdiliyev, Vice-premier, Foreign Minister R. Meredov, Vice-premier M. Mammedova and Vice-premier, Secretary of the State Security Council Ch. Amanov to make presentation of book “White city Ashgabat” in the days remained until the celebration of remarkable date.

Other important matters of the state life, on which relevant decisions have been taken, were reviewed at the session.
