THE MEETING OF THE CABINET OF MINISTERS OF TURKMENISTAN

Today, President Serdar Berdimuhamedov has held a regular online meeting of the Cabinet of Ministers, which discussed priority issues of the state life and considered drafts of a number of documents.

Passing to the agenda of the meeting, the head of the state gave the floor to Chairwoman of the Mejlis of the Milli Gengesh G.Mammedova, who informed on the work carried out to ensure a legal support to large-scale transformations in the country and to strengthen further its national legislation basis. 

It was informed that on November 9, 2022, the 20th meeting of the sixth convocation of the Mejlis was held and it discussed and unanimously adopted a number of drafts of laws of Turkmenistan. Besides it, with a view of modernization of the current legislation, legal acts on making amendments and additions to a number of laws were adopted.

The draft of the Resolution of the Mejlis of the Milli Gengesh “On issues of administrative-territorial division of Turkmenistan“ was considered and adopted as well. 

Laws adopted in the meeting of the Mejlis will be submitted for consideration of the Khalk Maslakhaty.

In accordance with the instructions of the President of the country, with participation of representatives of ministries and sectoral departments an analytical work on the draft of the Law “On the state budget of Türkmenistan for 2023” is carried out. The preliminary discussion of the given draft is also carried out.

Improvement of the national legislation, President Serdar Berdimuhamedov said, is necessary for continuation of work on a legal support to development of most important spheres of life of the state and society, including economy, science and culture and further improvement of social and living standards of population.

Further, Deputy-Chairman of the Khalk Maslakhaty of the Milli Gengesh K.Babaev informed on the activity for modernization of the national legislation system.

At present, preparation for the regular session of the Khalk Maslakhaty is carried out.

Chairman of the Khalk Maslakhaty of the Milli Gengesh Gurbanguly Berdimuhamedov regularly takes part in events carried out in regions of the country and is interested in fulfilment of state programs for development of regions.

The work on development of inter-parliamentary relations is carried out systematically. 

Members of the Khalk Maslakhaty carry out agitation and explanatory work participating in various events and appearing in the mass media. 

President Serdar Berdimuhamedov underlined exceptional importance of further modernization of legal basis of Turkmen society and strengthening of democratic traditions in it. 

Further, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on the work carried out to increase efficiency of management of state prosperities, to develop the favourable business atmosphere and improve the national legislation in the given sphere.

As was noted, on November, 2021, the Law of Turkmenistan “On trust management of state property” regulating the activity and legal relations in the given sphere was adopted. On its basis, the Ministry of Finance and Economy together with profile structures developed the draft of the relevant Procedure for transfer of state property and trust management on a competitive basis. 

In this connection, for consideration of President Serdar Berdimuhamedov was summited the draft of the Resolution on approval of the abovementioned Procedure.

Having signed the relevant Resolution, the head of Turkmenistan sent it online to the Deputy-Chairman of the Cabinet, having instructed him to keep a proper control over fulfilment of the given document.

During the report, the Deputy-Chairman also reported on the measures realized with a view of fulfilment of instructions of the head of Turkmenistan for continuation of privatization of state property and creation of necessary conditions in the country for development of small and medium businesses. 

With a view of denationalization and privatization of objects and enterprises the Ministry of Finance and Economy together with ministries and sectoral departments and khyakimliks held a relevant analysis. Proceeding from it, it is proposed to privatize a number of objects belonging to some state institutions on the basis of auction selling. 

Having heard the report, President Serdar Berdimuhamedov underlined that one of the priority areas of national economic strategy is realization of radical reforms called to facilitate introduction of efficient innovative methods of management, to improve management of enterprises of branches of the national economic complex and to develop various forms of ownership and privatize state objects gradually.

Deputy-Chairman of the Cabinet Sh.Abdrahmanov reported on the state of affairs in the fuel and energy sector of the country as well as on fulfilment of the work on oil refining by Turkmenbashi oil refineries complex of the Türkmennebit State Concern.

The practical steps taken on further modernization of sectoral infrastructure, increase in the yield of oil wells and obtaining of additional volumes of oil through introduction of modern technologies and international practice as well as drilling of new wells were also informed.

Having summed up the report, President Serdar Berdimuhamedov underlined that the dynamic development of the oil and gas industry, one of the basis spheres of economy, its transformation into a leading sector enter into priority areas of the state policy. At that, the foremost attention should be given to further strengthening of industrial capacity of the fuel and energy complex, wide introduction of advanced solutions and manufacture of highly demanded oil products in the world markets. 

Further, Deputy-Chairman of the Cabinet A.Yazmyradov reported on seasonal agricultural work carried out in regions of the country as well as on the draft of the Decree on awarding the medal of Turkmenistan “Watana bolan söýgüsi üçin” on the occasion of the harvest holiday.

The Deputy-Chairman of the Cabinet reported that all efforts are made for successful completion of wheat sowing in time. At present, in accordance with agro-technical standards, proper care is provided of wheat fields. 

Along with it, the complex work is carried out to gather cotton without loss.

Successful fulfilment of contractual obligations by cotton growers of Balkan region and agriculturists of Dashoguz region relatively on cotton and rice production was informed.

Preparation for solemnities on the occasion of the harvest holiday, which is traditionally marked on the second Sunday of November, was also reported. Among the planned events are ceremonies of conferring of state awards to distinguished tenant farmers, presentation with costly gifts on behalf of the President of Turkmenistan with workers of the agro-industrial complex.

Having heard the report, and sincerely congratulated workers of the agricultural sector with fulfilment of their contractual obligations, President Serdar Berdimuhamedov wished them further great successes in their creative work for ensuring food abundance in the country.

Deputy-Chairman of the Cabinet Ch. Purchekov reported on the steps taken for further development of potential of the industrial sphere and construction industry, increase in the volume of output of highly demanded goods in various sectors.

In this connection, it was pointed out that on the basis of the relevant Resolution of the President of Turkmenistan there was established the open-end joint stock association «Türkmen kaolin». At present, the reconstruction and capital repair of the kaolin workshop, which belongs to the open-end joint stock association and is located in Jebel settlement of Balkan region is at its final stage.

The workshop with an estimated annual capacity of 20 thousand tons of high quality world standard production is equipped with modern technologies and machines of leading foreign manufacturers. With its commissioning into operation over 70 new workplaces will be created. Kaolin is widely used in a number of production enterprises working in Turkmenistan, in particular, in ceramic production, sanitary ware, dishes and others. These products manufactured in the workshop is planned to be realized in home markets and abroad.

Having heard the report, President Serdar Berdimuhamedov made an emphasis on importance of continuation of work for development of the powerful industrial complex in the country, diversification of construction industry, modernization of profile infrastructures with a view of successful solution of issues of increase in the volume of output of national import replacing and export-oriented goods.

Further, the Deputy-Chairman of the Cabinet reported on measures realized for maximum involvement of potential of national chemical industry, supply of its enterprises with everything necessary for production of high quality goods as well as for strengthening of mutually beneficial cooperation with foreign partners.

Having summed up the report, President Serdar Berdimuhamedov drew the attention to priority tasks set before Türkmenhimiýa State Concern, having given relevant instructions for increase of efficiency of activity of sectoral enterprises.

Deputy-Chairman of the Cabinet B.Atdayev reported on the activity of departments under his supervision for further development of the trade and economic relations and the work connected with organization of exhibitions and fairs, conferences and festivals planned by ministries and sectoral departments of the country.

With a view of familiarization of the wide international community with achievements of our fatherland, development of mutually beneficial cooperation with foreign countries, attraction of high technologies and innovations, various profile forums are organized and held.

Having heard the report, President Serdar Berdimuhamedov underlined that in all sectors of national economy of the country radical transformations have taken place, large-scale work has been carried out and great achievements have been made. Today, Turkmenistan has gained a world popularity as a dynamically developing state based on advanced technologies and innovations, where large-scale projects and constructive undertakings are realized successfully.

Further, the Deputy-Chairman of the Cabinet reported on measures implemented for improvement of work of enterprises of fish industry, supply of consumer markets with fish products as well as increase of the role of private sector in modernization of fishery.

As President Serdar Berdimuhamedov noted, in the country purpose-oriented steps are taken for improvement of material and technical basis of enterprises of the given sector, attraction of innovative technologies to this sector of national economy, creation of conditions for efficient work, further development of state and private sectors of fishery.

Deputy-Chairwoman of the Cabinet M.Mammedova reported on preparation for the festival of friendship of Turkmen and Uzbek peoples. The opening ceremony of the forum is planned to hold in the building «Türkmeniň ak öýi» in Dashoguz region.

Within the framework of the festival, various events are planned. Among them are the concert of friendship of workers of culture and art of the two countries, creative evenings, exhibitions, drama plays and film shows. 

Having expressed confidence that the upcoming creative action will serve all-round strengthening of fruitful Turkmen-Uzbek relations based on age-old traditions of friendship and good neighbourhood interests of the two peoples, the head of the state instructed her to ensure the high level of organization and holding of the festival, having given the Deputy-Chairwoman of the Cabinet concrete instructions to this end.

Deputy-Chairman of the Cabinet N.Amannepesov reported on the work carried out for further improvement of measures to prevent and treat diseases and strengthen immunity of population efficiently.

On the basis of study of international practice and national experience, the Ministry of Health and Medical Industry carries out relevant work in this area.

Having summed up the report, President Serdar Berdimuhamedov underlined that key areas of large-scale transformations and work developed in our country serve to ensure the happy and well-provided life of our people.

Deputy-Chairman of the Cabinet, Minster of Foreign Affairs R.Meredov reported on preparation for events devoted to International Day of Neutrality.

In this regard, it was underlined that one of the fundamental pillars of the state policy of Turkmenistan is permanent neutrality approved by the UN General Assembly resolutions of December 12, 1995 and June 3, 2015. This year, which marks the 30th anniversary of membership of our fatherland with the UN, the 27th anniversary of Turkmen neutrality will be celebrated.

On this occasion, Turkmenistan plans to organize a number of events. Among them is the annual meeting of the Dialogue of Women of Central Asia, which will be held in Ashgabat within the framework of chairmanship of our country in this multilateral format.

Besides it, the regular meeting of Institutes of Strategic Studies of Central Asian countries as well as the meeting of the Groups of friends of neutrality for peace, security and sustainable development are planned to be held in the capital.

One of the main events timed to this significant date will be the international conference “Dialogue –guarantee of peace”. At present, preparation for this forum goes on and the draft of the relevant concept was developed.

The annual meeting of deputy ministers of foreign affairs of Central Asia, which will be held under ageist of the UN Regional Centre for Preventive Diplomacy for Central Asia, which also marks its 15th anniversary this year, is also planned. 

In addition to it, traditional sports competitions with participation of workers of the Ministry of Foreign Affairs and representatives of diplomatic missions and international organizations accredited to our country will be held in the capital Olympic village. 

Having summed up the report, President Serdar Berdimuhamedov underlined that Turkmenistan is the first neutral country in history, which was officially recognized by the United Nations. This unique status, which has been twice recognized by the UN, has become a reliable guarantee for prosperity of the fatherland and the happy life of Turkmen nationals. 

Director General of the Transport and Communications Agency of the Cabinet of Ministers M.Chakyev reported on the draft of the Resolution on approval of the Procedure for tax collection for obtaining numbering resources from providers of communications and rate of collected tax. 

It was marked that in the year “The epoch of people with Arkadag” within the framework of social and economic reforms, the regular work is carried out to bring the normative legal basis of the communications sphere into compliance with the requirements of the time. In particular, measures were taken to modernize the Procedure for acquisition of numbering resources from communications operators in accordance with the Law of Turkmenistan “On communications”. 

Having signed the relevant document and sent it online to the head of the Agency, the President of Turkmenistan gave him a number of instructions to this end.

Further, it was also reported that the work aimed at the strengthening of material and technical basis of railway industry, measurers for efficient use of transport transit corridors are carried out.

Having summed up the report, President Serdar Berdimuhamedov underlined that for maximum implementation of transport-transit opportunities of our country one should fully use the potential of national railway sector and achieve further increase in the volume of transportation by railway.

Further, addressing to members of the Cabinet, President Serdar Berdimuhamedov underlined that on Sunday, November 13, Turkmenistan will mark the harvest holiday widely.

Having sincerely congratulated participants of the meeting and all people of the country with wonderful holiday, the head of the state wished agriculturists of villages sound health, family wellbeing and new successes in their work to ensure food abundance in the fatherland.

Then, President Serdar Berdimuhamedov signed the Decree on conferral of state awards to peasants and workers of agriculture, who distinguished themselves with their work and high results.

The head of Turkmenistan instructed Deputy-Chairman of the Cabinet A.Yazmyradov to hold the awarding ceremony of workers of villages, who have produced a high yield of crops on Saturday, November 12 at a high organizational level.

Having summed up the meeting, President Serdar Berdimuhamedov stated that it has considered a number of topical issues and adopted documents aimed at development of sectors.

Having concluded the online meeting of the Cabinet, the head of Turkmenistan wished its participants great successes in their work for further prosperity of our fatherland.

The meeting of the Cabinet of Ministers of Turkmenistan
