KEY OBJECTIVES OF THE ACTIVITY OF SECURITY FORCES ARE DISCUSSED AT THE SESSION OF THE STATE SECURITY COUNCIL

President, Supreme Commander of the Armed Forces of Turkmenistan Army General Gurbanguly Berdimuhamedov held the session of the State Security Council. The agenda included the outcomes of work of military and law enforcement agencies for two months of 2019 as well as priority objectives for further improvement of activity of security forces.

First, Secretary of the State Security Council, Minister of National Security Ya. Berdiyev made a report on the measures for further provision of peace and stability, law and order, improvement of personnel potential in the context of defensive Military doctrine in the country. Creation of the conditions for service of military personnel and life of their families was separate subject of the report.

Having listened to the report, the Head of the State noted the role of Army in provision of creative life of the citizens of the country. The Military doctrine outlines specific functions of security forces taking into account the commitment of our country to the policy of neutrality, friendship and goodwill, President Gurbanguly Berdimuhamedov said, having highlighted that modernization of equipment and facility base of the Armed forces and improvement of personnel potential are important time requirements.

Having noted the necessity of improvement of work of the Ministry of National Security, the Supreme Commander addressed the Secretary of the State Security Council with number of specific assignments.

Next, Minister of Interior I. Mulikov made a report on the results of work of the structures under his command for the period under review. The information about the measures for support of public order, prevention of crimes and road transport accidents has been presented.

It is important to implement advanced technologies for efficient solution of the objectives of the Ministry, President Gurbanguly Berdimuhamedov said. Propaganda of the principles of healthy life style among the population, traffic control as well as fire preventive activities are among the main functions of the Ministry, the Head of the State noted. Combating economic crimes is one of current directions, the President said, having ordered the Minister to take specific measures for fulfilment of relative state programme.

Next, Minister of Defence B. Gundogdiyev reported on the outcomes of work in the divisions of National Army for two month. The Head of the State was informed about success achieved in the implementation of large-scale reform for strengthening of defensive capability of the country, creation of proper conditions for service and life of military personnel.

Having noted that provision of relative structures with modern equipment is an important factor in solution of the objectives of the Military doctrine, the Supreme Commander of the Armed Forces of the country ordered to hold under control the modernization of equipment and facility base of the divisions of all troops.

President of Turkmenistan Gurbanguly Berdimuhamedov named the improvement of the system of professional training of officers in relative high educational institutes among priority vectors of work. Having noted the importance of patriotic education of the youth who serve in military and law enforcement structures, the Head of the State addressed specific assignments.

After, the floor was given to Chairman of the Supreme Court G. Halliyev who reported on integrated measures taken for the reformation of national judicial system.

Summing up the report, the President noted the responsibility laid upon the personnel of this authority, it is necessary to pay attention to strengthening of equipment and facility base of the structure, systematic improvement of qualification of the personnel, the Head of the State highlighted, having addressed the Head of the Supreme Court with relative orders.

Prosecutor General B. Atdayev reported on the work for control of compliance with existing legislation in the country for the period under review.

Having highlighted the importance of work of prosecution authority, the President of Turkmenistan pointed out the necessity of enforcement of the control of fulfilment of existing regulatory and legal acts by all organizations regardless of the ownership. Personnel of prosecution authority have to approach each case with full responsibility, the Supreme Commander of the Armed Forces of the country noted, having addressed the Head of the General Prosecution with number of orders.

Continuing the session, the Head of Turkmenistan signed the documents on appointment and release of the prosecutors from their posts.

The President signed relative Resolution reprimanding Prosecutor General B. Atdayev for unsatisfactory service of his duties and deficiencies admitted in his work.

Further, Head of the State Border Guard Sevice Sh. Durdiyev reported on the outcomes of activity of his structure for two month of the year and on the measures for protection of the borders of the country.

Speaking of the utmost objectives of the Service, the President outlined the modernization of frontier outposts, which have to have all conditions for efficient service of the Motherland defenders, among important objectives.

After, Chairman of the State Customs Service A. Osmanov reported on steadfast measures taken from the beginning of the year for improvement of efficiency of work of the structure. The report on fulfilment of the assignments of the President on provision of the service with modern technical equipment for strict control of the cargo crossing the border of the country has been presented.

Geographical strategic role of Turkmenistan in Eurasian continent as an important intersection of transit and transport corridors is growing these days, the Head of the State noted, having highlighted that responsible approach is required to the fulfilment of the authorities given to the Service with the growth of the volumes of work. Having focused on the currency of training of qualified specialists, President Gurbanguly Berdimuhamedov addressed number of assignments regarding the provision of thorough inspection of the production imported to the country.

Minister of Justice B. Muhammedov reported about the activity of the authority under his supervision for January – February this year as well as about the measures taken for comprehensive development of national legislation base.

Having listened to the report, the Head of the State noted that permanent monitoring of existing regulatory and legal acts in the country and their further improvement, development of new laws meeting time realities are the main requirements. In this context, President Gurbanguly Berdimuhamedov highlighted the importance of study of the standards of international law, having addressed relative orders to the Minister.

After, the floor was given to Chairman of the State Migration Service M. Gurdov who reported on the work for regulation of the entry of foreign guests to the country, which number has significantly increased recently.

Having highlighted the importance of activity of the Service, which plays an important role in the improvement of friendly constructive relations of Turkmenistan with the states of the world, the Supreme Commander of the Armed Forces noted that comprehensive support to the improvement of the authority of the country is the main objective of this organization. having ordered to pay more attention to the improvement of professional training of personnel as well as for creation of the conditions for migration procedures by foreign citizens meeting international standards, the President addressed number of assignments.

By the Resolution of President Gurbanguly Berdimuhamedov, Chairman of the State Migration Service M. Gurdov was reprimanded for unsatisfactory fulfilment of his duties and deficiencies admitted in his work.

Summing up the session, the President has focused on the necessity of coordinated activities of all structures. It is important to pay special attention to military and patriotic training of personnel, the Head of the State continued. The President noted the renewal of equipment and facility base, creation of all conditions for service and life of military personnel among priority objectives.

Having noted significant contribution of women working in military and law enforcement agencies in provision of peace and stability in the country, the President addressed the best wishes to them in honour of International Women Day.

Number of other subjects, on which relative decisions were taken, has been reviewed at the session of the State Security Council.
