CONCEPT OF DIGITIZATION: ASPECTS OF REALIZATION AND VECTORS OF INNOVATIVE GROWTH

Fibre optic cable will be laid and DWDM transmitting – receiving equipment, which allows transmit several information channels by one fibre optic cable, will be installed on the bottom of Caspian Sea by Turkmenistan – Azerbaijan route.
Relative Agreement between the Governments of two countries has been signed in Ashgabat in November 2019 while the Memorandum of Understanding for construction, ownership and operation of fibre optic communication line across Caspian Sea along Turkmenistan – Azerbaijan route has been signed between Türkmentelekom Communication Company and AzerTelecom LLC during the visit of the government delegation of Turkmenistan chaired by President Gurbanguly Berdimuhamedov to Baku on March 11 this year. Agreements on establishment of working group for implementation of this innovative project, which to include specialists from both countries, have also been reached.
According to specialists of Türkmenaragatnaşyk Agency, new fibre optic communication line is very important in the context of development of information and communication technologies and will support activation of the dialog between Azerbaijan and Turkmenistan in this sphere as well as to regional cooperation. Partnership will become the base for exchange of practice and knowledge, improvement of information activity.
Using the fastest modern communication technology, Turkmen specialists will be able to make high-speed internet connections with European countries and to transmit bigger volume of date to the distance measures in hundreds of kilometres using latest receiving and transmitting equipment. At the same time, they will be able not only to enter European direction but also to give transit for data, internet and voice transfer to other countries like Uzbekistan, Kazakhstan, Iran and Afghanistan. The volume of transmitted data will increase and reserved channels for information flow will be available.

Türkmenaragatnaşyk Agency exercises open international tenders with participation of leading companies, which applied for participation in the participation in implementation of major project of Development of telecommunication networks of Turkmenistan.
The Islamic Development Bank has opened 273 million US dollars credit line for financing of this programme. It provides the establishment of communication system based on advanced technologies, increment of volume, quality and range of communication services together with provision of broadband access to internet in remote parts of the country.
The project provides implementation of entire complex of technical activities aimed at development of cellular and ground communication, modernization of international and intercity telephone stations, development of high-speed channels of data transfer, expansion of FM-broadcasting, creation of the state automatic management system, monitoring of use of radio frequency spectrum.
Hundreds of base stations supporting NGN (New Generation Network) standards will be based. Installation of multiservice billing platforms is planned for Türkmentelekom State Communication Company and Ashgabat Urban Telephone Network.

Digital economy development department was established under the Türkmentelekom State Communication Company. The authority has four departments, namely, the department of development of legal acts, project and technical control department, control of fulfilment of the government decisions for development of digital economy as well as control of implementation of information and communication technologies.
Using world practice, specialists of the department develops legal platform regulating establishment of single base of digital data for individuals as well as coordinate comprehensive work for introduction of electronic document management system, improvement of infrastructural elements of digital economy, improvement of qualification of personnel.
The roadmap of events aimed at the formation of the platform for integrated digital transformation taking into account the requirements of the state and society as well as implementation of latest information and telecommunication technologies is under development.
