THE CONCEPT OF SMART AND GREEN CITY, ENERGY SAVING AND DIGITAL TECHNOLOGIES: ALGORITHM OF REFORMS
President Gurbanguly Berdimuhamedov has made working trip around the capital and Ahal Region, having inspected the situation at construction sites of number of facilities and new modern center of regional administrative center.
In the morning, the head of the state went to fashionable hotel Garagum with multi-profile business center, which is under construction in the northern part of the city.
Upon arrival, Vice-premier Sh. Durdiliyev has reported to the President on relative works carried out at the facilities, including development of surrounding territory. It was reported that construction of the hotel with multi-profile business center is in the final stage. New complex will have all conditions for deserved reception of guests, organization of business meetings and various events.
The head of the state has noted the necessity to achieve full compliance of works in the country with the requirements of ecological policy, to take into account local natural conditions during development of the projects of buildings. All of this has to be one of the main criteria during planning of construction of facilities not only in the capital but in all parts of Turkmenistan.
Further, President Gurbanguly Berdimuhamedov has inspected the phases of construction and location of Laçyn Park as well as projects of other facilities, which would be built in the park. Vice-premier Sh. Durdiliyev has reported on relative projects, facilities planned to be erected and their locations.
Opening of new park, which is located next to the hotel and business complex, is timed to the 30th anniversary of independence. Having focused on its development, the head of the state noted that advanced trends and best practice in landscape design have to be applied.
Further, Chairman of the Türkmenhowaýollary Agency D. Saburov has reported on special features of decoration of the park, which has stretched from Ashgabat International Airport.
Deputy Chairman of the Cabinet of Ministers B. Ovezov has reported on works carried out along the road to the capital’s international airport and surrounding territory, on formation of a single ensemble of social and cultural facilities under construction in this place.
Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev, who supervises agricultural complex, has informed about selection of trees to be planted in new park. Further, Minister of Agriculture and Environment Protection A. Altiyev has reported on measures undertaken for organization of proper care of young trees.
Head of Ashgabat’s Administration Ya.Gylyjov has informed about works carried out under preparation to planned events on occasion of the 140th anniversary of Turkmen capital. It was noted that special attention is paid to ecological safety of the city.
President Gurbanguly Berdimuhamedov has noted that it is necessary to give an important place to ecological issues in implementation of urban construction program. The best conditions for people’s comfort have to be made in new park.
Therefore, it is necessary to approach thoughtfully to all aspects, including to plantation of various species of trees and shrubs, making of flower gardens, the head of the state highlighted.
Having given certain instructions to relative officials, President Gurbanguly Berdimuhamedov continued working trip and went to Ahal Region where he has inspected the construction of new administrative center of the region, which is under construction in Gyoktepe district.
On his way, the head of the state has looked around the local of the Child Center of the region. This complex is built under the General Plan of modern administrative center. Upon arrival, Ministers of Health Protection and Medical Industry N. Amannepesov has reported on the facilities included to the structure of the complex, their purposes and capabilities, which would be made for interesting and efficient time of children.
The rates of works are accelerated at the construction site of new administrative center of Ahal Region, which is a visual indications of successful implementation of large-scale urban construction program. The project has been started in April 2019 with participation of the head of the state.
Upon his arrival in the construction site of new administrative center of Ahal Region, the head of the state was met by the Speaker of the Mejlis, some Deputy Chairmen of the Cabinet of Ministers, heads of some ministries and profile departments and the governor of Ahal Region.
Head of Construction Directorate of the Ministry of Construction and Architecture D. Orazov has reported on current works and introduced the General Plan of new city, projects of social and other facilities, which are under construction in this place, to the head of the state.
In this regard, it was noted that draft projects of administrative buildings of the regional administration, public organizations, cultural facilities and Ruhiyet Palace for 3,000 people with all necessary conditions have been developed.
The buildings of the library and archive department of the region will be provided with modern technologies and digital system. Drama theatre and museum of the region as well as Ahal Monument, which will be installed on new center, as flag pole for the state flag will make a single ensemble.
The place allocated for construction of new administrative center of Ahal Region was thoroughly surveyed by the scientists including ecological condition, seismic activity and other relative indicators. The construction of various facilities is carried out at high rates.
Projects of new social facilities – initial and secondary professional schools, specialized and children art schools, multi-profile sport complex, secondary school for 720 school students, kindergarten for 320 children, health center, stadium for 10,000 people, water complex, park and recreation zones have been presented to the head of the state.
Pictures of projects of the facilities of agricultural, financial and economic, industrial and communication complexes, regional branches of the State Commercial Banks Türkmenistan and Daýhanbank, regional department of the Central Bank and hotel have been demonstrated.
According to the General Plan, the State Circus, International Equestrian High School and Equestrian scientific and production center, shopping and entertainment complex, office of the regional health protection department, multi-profile hospital for 360 patients, oncological center for 150 patients, center of mother and child health protection for 150 patients, ambulance center will be built in this place.
Projects of 7- storey 28-, 56- and 42 apartment buildings, 9-storey 54-apartment, 50-storey 30- and 40-apartment residential buildings were presented to the head of the state for review. Regional children health improving and rehabilitation center will be also built in this place.
At the same time, projects of pedestrian overpasses, sample of lighting, various decoration elements related to road and transport infrastructure have been demonstrated in the presentation.
Having studied the projects in details, President Gurbanguly Berdimuhamedov highlighted that provision of high quality of construction and timely completion are the mandatory requirements to the custodians and contractors of the facilities. Speaking of this, the head of the state requested to hold works in this direction under permanent control.
It is necessary to use high-quality materials, which are selected based on their durability and practical application taking into account climate conditions of our country, ecological and aesthetic factors in erection and decoration of the facilities. The buildings and constructions, their interior have to reflect the best architectural and design achievements in organic combination with traditions of national architecture and décor. It adds originality and special color to the facilities built in our country, Turkmen leader said.
The President has focused on such important aspect as ecology. New administrative center of Ahal Region is built in picturesque place in the Kopetdag foothills and that it is necessary to use ‘green’ technologies to protect this natural beauty.
Continuing the subject, President Gurbanguly Berdimuhamedov highlighted that self-sufficiency of organization of urban environment based on intellectual systems would be the main principle in order to provide all conditions for comfortable living, efficient work, good rest, sport exercises and creativity to the population. Therefore, it will be a smart city, which is convenient for life of people, the head of the state said.
Having noted that more than 15,000 specialists work at the construction of new administrative center of Ahal Region, the President of Turkmenistan expressed his opinion that their experience can be used in construction of Ashgabat city.
Summing up what was said, the President has given instructions to relative leaders to provide high quality of all planned works.
Further, President Gurbanguly Berdimuhamedov has held a working session, at which he has listened the reports of Deputy Chairmen of the Cabinet of Ministers, head of Ahal Region and other officials.
Governor of Ahal Region Ya. Gurbanov has reported on work in the region including on the course of construction of administrative center.
The President has focused the attention of importance of acceleration of the construction rates.
Minister of Construction and Architecture R. Gandymov has reported on implementation of major urban construction program expanded all over the country, special characteristics of equipment and materials used in this sphere and measures for provision of high quality of works.
Having listened to the report, the head of the state highlighted the importance of integrated approach to urban development of the capital and other cities, opening of the centers for introduction of digital systems and innovative technologies, which are to provide comfortable social and living conditions for the population.
Further, Minister of Industry and Construction Production B. Annamammedov has reported on program measures for expansion of production capacities of construction industry, provision of compliance of construction materials made in the country with high ecological requirements.
Focusing on the utmost objectives of the investment and construction complex, the President requested to make all what is required for further increment of production volumes of construction materials made of local resources.
Minister of Education O. Gurbanov has reported on measures for modernization of educational sphere, introduction of digital systems , which includes secondary professional schools in the regions.
The head of the state has emphasized an important role of this sphere in introduction of advanced practice to the branches of national economy, improvement of the system of informational centers, development of technologies related to the ‘smart’ cities. The work in this field has to keep up pace with time requirements, Turkmen leader said.
Further, Minister of Health Protection and Medical Industry N. Amannepesov has reported on work for introduction of digital system to medical facilities, development of medical infrastructure in Ahal Region.
The President has given instruction to the minister to improve the quality of medical services rendered to the population, modernization and digitization of healthcare system of the region as well as requested to hold the construction of profile regional children center under control.
Minister of Sports and Youth Affairs G. Agamyradov has reported on sport complexes, which are under construction in new administrative center of Ahal Region, capabilities made in the complexes and measures for development of physical culture and sports of highest achievements.
Having noted that Turkmenistan has become a place of international sport competitions, the head of the state requested to pay special attention to ensure necessary conditions are provided for various sports in new complexes.
In his turn, Minister of Agriculture and Environment Protection A. Altiyev has reported on the subjects of tree planting in new administrative center of Ahal Region.
Summing up the report, the President has pointed out the necessity of scientific approach to the formation of green and forest zones, thoughtful approach to selection of trees giving certain instructions in this context.
General Director of the State Association Türkmen atlary A, Berdiyev has reported on work for provision of International Higher Education Facility and Ahalteke Scientific and Production Center, which are under construction in new administrative center of Ahal Region, with relative equipment.
The head of the state noted that these facilities are very important for development of national horse breeding and national equestrian sports, activation of international cooperation in this field. Therefore, President Gurbanguly Berdimuhamedov pointed out, it is necessary to pay special attention to their technical provision and implementation of digital technologies.
Chairman of the Türkmenaragatnaşyk Agency H. Hudayguliyev has reported on work for establishment of communication and introduction of modern technologies in new administrative center of the region.
The head of the state has noted that has to be paid to development of the ‘smart’ city concept as well as to establishment of proper operation of equipment controlling street lighting. It is necessary to use these methods in architectural solutions more actively, the President said addressing certain instructions on this account.
Further, Chairman of the Türkmenawtoulaglary Agency G. Akmammedov has reported on activity for organization of coordinated transport movement in new administrative center as well as on developed program for compliance with ecological requirements.
In this context, Turkmen leader has requested to elaborate the matters related with use of electrical vehicles and construction of ‘smart’ car parking, which has also to be based on scientific approach.
Further, the floor was given to Board Chairman of the Union of Industrialists and Entrepreneurs D. Hudayberdiyev who expressed gratitude to the President for the care of development of local private business on the government level.
Head of the Facility Construction Directorate of the Ministry of Construction and Architecture D. Orazov has reported on large-scale measures for implementation of digital technologies.
The head of the state noted that application of innovative technologies in the sphere of control of road and fire safety, maintaining clean city as well as solar batteries and wind generators have received wide implementation in the world practice in the last years.
Further, addressing the heads of mass media, the President has requested to carry out necessary work for popularization of success achieved by the country related to introduction of high technologies, scientific developments and digital systems in the branches of national economy.
Further, Speaker of the Mejlis G. Mammedova has informed about activity of National Parliament for definition of structural units of established modern villages and cities and for relative legal matters.
Noting the importance of legal provision of social and economic development of the country, the head of the state has focused on organization of this work on modern level.
Deputy Chairman of the Cabinet of Ministers, Chairman of the Supreme Control Chamber S. Berdimuhamedov has reported on developed program of comprehensive control of works in the country, especially in construction sphere.
Noting that activity in this sphere has to meet modern requirements and be carried out according to existing legislation, the President has given specific instructions for improvement of relative control measures to the vice-premier.
Further, Deputy Chairman of the Cabinet of Ministers Sh. Durdiliyev has reported on the situation in the structures under his supervision, work for activation of introduction of digital system to construction sphere.
President Gurbanguly Berdimuhamedov has requested to hold works in new administrative center of Ahal Region as well as all around the country under permanent control. In this aspect, quality of construction and ecological factor are among the main requirements.

The President has noted that teachers and students of universities have to take an active part in implementation of major reforming programs expanded in the country.

Ovezov has reported on formation of transport and communication infrastructure in new administrative center and on program work for digitization.
The President of Turkmenistan has emphasized that active application of the best world practice and introduction of modern technologies are important factors of dynamic social and economic development of the country.

Having noted the importance of solution of ecological issues, the President pointed out the necessity of responsible approach to work in this direction.
Summing up the outcomes of working session, the head of the state highlighted that new administrative center of Ahal Region has to be an example of urban culture and ecology.
The President of Turkmenistan has noted that special attention has to be paid to the ‘smart’ city concept in this as well as in all place, to establish movement of eco-friendly transport, to hold the issues related to use of solar batteries and wind generators, modernization of lighting network under control.
Continuing the subject, the importance of expansion and improvement of medical services provided to the population was highlighted. At the same time, ambulance services have to meet modern requirements while the management of calls and response to the call have to be made in digital format.
The President has proposed to test numbers 112 or 991 (single emergency response number) used in the world practice. In particular, relative service can detect the location of the person required assistance while medical facility would be able to have an access to medical history record of the patient if this person is taken to the hospital when dialing 112 in distress. It indicates the efficiency of this medical service, its advantages in definition of importance and level of complexity of received call.
Noting the importance of clean condition of cities and settlements, the head of the state expressed his thought about placing of ‘smart’ waste bins, which are able to inform relative service that it is full, under the implementation of the ‘smart’ city concept. In this context, Turkmen leader has focused on the control of this system using digital technologies.
Taking the fact that collection and disposal of waste is one of important issues in the world at the moment into account and following the world practice, it is necessary to pay special attention to opening of profile waste treatment facilities. It would support the prosperity of the city and solution of ecological issues, the head of the state said and gave number of certain instructions to relative officials.
Summing up what was said, the President noted that all of this would serve to the formation of multi-level urban life support system and active implementation of digital technologies to all urban municipality services.
Having taken the course toward progressive changes, Turkmenistan also aims at realization of the ‘smart’ city concept, President Gurbanguly Berdimuhamedov said noting that in this context, new administrative center of Ahal Region has to be example to follow both in the aspect of new urban culture and from ecological point of view.
Finishing working trip, the head of the state has wished success in solution of set responsible objectives to all and left the place of event.
