THE CUSTOMS SERVICES OF TURKMENISTAN AND IRAN INVESTIGATED THE POSSIBILITY OF «E-TIR» SYSTEM INTRODUCING

The Deputy Chairman of the State Customs Service of Turkmenistan has met in Teheran with the responsible representatives of the Islamic Republic of Iran where they considered the issues on the motor transportation digitalization by widening the participant number of «e-TIR» project.
In the meeting the parties exchanged opinions on creation of a single customs post for joint customs control. In this regard, the issue of the possibility of introducing the «e-TIR» system was considered. It is important to note, that absence of the hard copy in the «e-TIR» transportation will allow significantly simplifying a work, both of the customs bodies and the forwarders, providing the operating costs saving, speed the work and do it more secure due to the reliable international electronic database, operating in the real-time mode. The importance of holding bilateral meetings on a regular basis was emphasized.
In the course of the meeting, the parties discussed the state and prospects of the bilateral customs cooperation, in particular, such issues were discussed as the preliminary data exchange between the services, exchange of the list of prohibited goods, transportation expediting of the perishable goods.
At the end of the meeting, the parties expressed their hope for long-term mutually beneficial cooperation.
It should be noted that the International system «e-TIR» (data exchange between the customs bodies) will provide a secure data exchange between the national customs bodies concerning the international transit cargo transportation, vehicles and containers in accordance with the TIR Convention (Customs Convention on the International Transport of Goods under Cover of TIR Carnets) The system allows the customs bodies to control data управлять on guarantees given by the chain of guarantee to the TIR carnet holders admitted to use the system.
It should be noted that absence of the paper copy at the «e-TIR» transportation would allow to considerably simplify the work both of the customs bodies and forwarders, provide the operating costs saving, expedite the work and make it more secure due to the reliable international electronic data base operating in the real-time mode.
Implementation of the «e-TIR» system in the Central Asia countries will allow to simplify the state borders crossing procedure, reduce the transportation time, and save the forwarders’ costs.
At the same time, the Khakim of Sarakhs in the North-East of Iran stated yesterday, that the recent agreements reached by the Iranian and Turkmen officials, resulted in triple of export through Sarakhs to Turkmenistan.
Mohammad-Reza Rajabi informed to the news agency «IRNA» that the frontier interaction and trade turnover between Iran and Turkmenistan increased in the light of prioritization of the relations with neighbors under the new Iranian administration.
He stressed that due to the recently concluded agreements, quantity of trucks crossing the border from Sarakhs district to Turkmenistan from 50 up to 150 units/day.
It should be reminded that last week the 16th meeting of the Joint Turkmen – Iranian Commission was held in Teheran, following the results of which the Memorandum of understanding was signed on the economic, commercial, scientific, technical and cultural cooperation. The Minister of Foreign Affairs Rashid Meredov headed the delegation of Turkmenistan.
Following the results of talks between the officials of two countries the agreement was achieved an increase of export and transit of goods, and development of the railway transportation between two states.
The Minister of Roads and Urban Development Rostam Ghasemi, who is a co-chairman of the Joint Economic Commission, welcomed the extension of agreements on trans-border trafficking. He added that the parties agreed upon increase of maritime traffic on border and the work schedule of the boundary terminals, as well as development of cooperation in the area of the maritime and railway transport.
