The President of Turkmenistan participated in the XVI BRICS Summit in the BRICS Plus/Outreach format

On October 24, 2024, on the second day of his working visit to the Republic of Tatarstan of the Russian Federation, President Serdar Berdimuhamedov took part as an honorary guest in the XVI BRICS Summit in Kazan, which held in  the BRICS Plus/Outreach format.

In the morning, President Serdar Berdimuhamedov headed to the venue of the high-level forum – the «Kazan Expo» International Exhibition Centre.

After a joint photo session, the heads of delegations from over 30 foreign countries, the heads of international organizations, including the UN, SCO and CIS, as well as the President of the New Development Bank took part in the plenary session of the XVI BRICS Summit in the BRICS Plus/Outreach format.

After warmly welcoming the participants and distinguished guests of the XVI BRICS Summit held under the Russian Chairmanship under the motto «Strengthening Multilateralism for Equitable Global Development and Security», President of the Russian Federation Vladimir Putin emphasized that the well-proven BRICS Plus/Outreach format provides an opportunity for direct and open dialogue between the BRICS members and their friends and partners.

Then the floor was given to the participants of the meeting, including leaders of the CIS countries, Asian, African, Middle Eastern and Latin American states, as well as heads of executive bodies of a number of international organizations.

Thanking the President of the Russian Federation Vladimir Putin for the hospitality and warm welcome, President Serdar Berdimuhamedov noted that it was the first time Turkmenistan was participating in the BRICS Summit in the BRICS Plus/Outreach format and expressed gratitude for the invitation to such a representative event, which is regarded as a respectful attitude towards our country.

As noted, Turkmenistan is actively participating in the efforts of the international community to achieve and establish in the world the principles of cooperation, mutual respect and consideration of interests. Our country uses its neutral status to promote the peacekeeping agenda, ensure global and regional security and establish a culture of equal dialog, trust and predictability in inter-State relations. In this context, the special significance and high effectiveness of the activities of the UN Regional Center for Preventive Diplomacy for Central Asia were noted.

As a responsible state, Turkmenistan proposes a number of measures aimed at normalizing and improving the international situation and transition to constructive parameters of interaction, President Serdar Berdimuhamedov stressed in his speech, recalling that the country has made a number of serious proposals to the UN. Such as, in particular, the development of the Global Security Strategy, The Initiative to make neutral countries priority partners of the UN in its peacekeeping efforts, as well as a number of proposals in the context of creating and strengthening regional security and stability.

As it was noted, Turkmenistan's international strategy is based on the country's involvement in modern geo-economic trends, proactive participation in solving urgent problems of our time, fulfillment of the Sustainable Development Goals, overcoming crisis situations in the environmental and food sectors, creation and approval of equitable, fair and reliable ways for countries and peoples to access energy, clean water and air.

President Serdar Berdimuhamedov emphasized the importance of Turkmenistan's initiatives in the field of economy, energy and sustainable transportation. In particular, he spoke about the development of the Global Framework for Transition to Circular Economy, the establishment of the Global Atlas of Sustainable Transport Connectivity and the Alliance for Global Energy Security and Sustainable Development.

The Head of the Turkmen state emphasized that given the current global geo-economic trends, Turkmenistan highlights one of their defining problems – the increasing importance of developing countries.

As it was noted, in environmental cooperation Turkmenistan gives priority to the protection and preservation of the natural landscape in Central Asia, marine resources and biodiversity in the Caspian Sea, rational use of water and water-energy resources in these regions, taking into account the interests of partners and universally recognized norms of international law.

Turkmenistan attaches great importance to international cooperation in the humanitarian sphere, including solving the problems of refugees and stateless persons, President Serdar Berdimuhamedov said.

At the end of his speech, the President of Turkmenistan once again thanked the organizers for the invitation to participate in this meeting, for the opportunity to speak and share views and proposals, as well as for the conditions created for successful and productive work of the forum.

Thanking President Serdar Berdimuhamedov for his informative speech, President Vladimir Putin noted the importance of the many issues raised and the positive initiatives put forward by neutral Turkmenistan.

In the course of the interested exchange of views on key areas and measures to deepen the multilateral dialogue in the BRICS platform, the participants of the meeting reaffirmed their common interest in developing new mechanisms to better unlock the enormous potential for the comprehensive expansion of cooperation.

At the end of the programme of the two-day working visit, President Serdar Berdimuhamedov headed to the Gabdulla Tukai International Airport in Kazan, from where he departed for the homeland.

On the same day, members of the government delegation accompanying President Serdar Berdimuhamedov met with Turkmen students studying in higher educational institutions of the Republic of Tatarstan in the Russian Federation.

In memory of the meeting, the students were presented with a poetry collection by Magtymguly Fragi, specially published for the 300th anniversary of this outstanding master of words celebrated this year.
