MEETING OF THE MEJLIS MILLI GENGESH OF TURKMENISTAN

Today, the regular twentieth meeting of the Mejlis Milli Gengesh of the sixth convocation was held via the digital system, at which a number of laws developed in accordance with the priorities of the state policy of the President of Turkmenistan Serdar Berdimuhamedov and a comprehensive program to modernize the legislative and legal framework of the country were considered and adopted.

Representatives of a number of ministries and departments, as well as mass media were invited to participate in the meeting.

According to the agenda, the deputies considered the draft Laws: “On Notaries and Notarial Activities”, “On Circus and Circus Art”, “On Local Self-Government”, “On Accession to the Additional Protocol to the Convention on the Contract for the International Carriage of Goods by Road (CMR), concerning electronic consignment note”, “On accession to the Convention on the Recognition of Qualifications Relating to Higher Education in the European Region”.

When discussing the document “On Notaries and Notarial Activities”, it was noted that this draft law defines the organizational and legal foundations of notaries and notarial activities, the legal status of notaries, supervision of their activities, as well as the procedure for carrying out notarial activities in Turkmenistan.

As the speakers emphasized, the adoption of these legislative documents is of great importance for ensuring the rights and legitimate interests of the country's citizens.

An interested exchange of opinions took place during the discussion of the draft law “On Circus and Circus Art”. As noted, in recent years the country has done a large-scale work to develop the sphere of national culture, an integral part of which is circus art. This bill defines the legal and socio-economic foundations of state policy in the field of circus and circus art, regulates relations arising in connection with the creation and public display of circus performances, determines the legal basis for the activities of circuses and forms of its state support, and is also aimed at aesthetic education of citizens , satisfaction of their creative needs and protection of interests in circus art.

During the discussion of the draft law “On Local Self-Government”, it was emphasized that it was developed with the active participation of the relevant ministries and sectoral departments, regional administrations and is relevant in terms of expanding the activities of local self-government bodies, establishing their legal framework and powers, as well as regulating their relationship with local authorities. state power.

The speakers also emphasized the importance of the Law of Turkmenistan “On Accession to the Additional Protocol to the Convention on the Contract for the International Carriage of Goods by Road (CMR) Concerning the Electronic consignment note” in the development of trade and economic relations of our country. As noted, this draft law was also developed in order to improve the relevant legislation in accordance with the generally recognized norms of international law.

When discussing the Law of Turkmenistan “On Accession to the Convention on the Recognition of Qualifications Relating to Higher Education in the European Region”, the deputies stated that the adoption of this document is aimed at strengthening the international legal framework in the field of science and education, and taking into account the fact that higher education plays a vital an important role in strengthening peace, mutual understanding, tolerance and in creating mutual trust between peoples and countries.

In addition, the deputies considered the draft laws: “On amendments and additions to some legislative acts of Turkmenistan”, “On amendments to the Law of Turkmenistan “On military duty and military service”, “On amendments and additions to the Law of Turkmenistan “On defense”, “On amendments and additions to the Tax Code of Turkmenistan”, “On amendments and additions to some legislative acts of Turkmenistan”.

It was noted that the improvement of these laws is carried out in accordance with the Constitution of the country and is aimed at the successful implementation of the program “Revival of a new era of a powerful state: the National program for the socio-economic development of Turkmenistan in 2022-2052”, as well as expanding legal opportunities for improving the activities of specialized areas.

The meeting also considered the draft Resolution of the Mejlis Milli Gengesh of Turkmenistan “On the issues of administrative-territorial division of Turkmenistan”.

As noted, the transformation of the administrative-territorial structure of Turkmenistan is of particular importance for achieving the Sustainable Development Goals, creating large administrative-territorial units, as well as increasing urbanization, which is the main criterion for socio-economic progress.

The speakers emphasized that the preparation of this Resolution took into account the key tasks set by the Chairman of the Halk Maslakhaty Milli Gengesh at a meeting held on October 22 this year and dedicated to the further improvement of the structure of administrative-territorial units of etraps, cities and villages of velayats.

The resolution of the Mejlis is aimed at successfully tackling the issues of systematic improvement of the administrative-territorial structure of our state, which is of great importance for the successful implementation of the tasks defined in the “Program of the President of Turkmenistan for the socio-economic development of the country in 2022-2028” and in the National Rural Program.

The deputies of the Mejlis expressed confidence that the work carried out in this direction will create favorable conditions for the harmonious development of the economy, improving the living standards of the people.

The draft legislative acts submitted for consideration at the regular meeting of the Mejlis Milli Gengesh of the sixth convocation were unanimously approved and adopted.

In conclusion, the deputies expressed confidence that the above legal documents, having supplemented the current system of legislation of independent neutral Turkmenistan, will provide the necessary positive conditions for the further successful implementation of large-scale socio-economic and democratic reforms under the leadership of President Serdar Berdimuhamedov aimed at further progressive development of various spheres of the country's life.
