PRIORITIES OF THE STATE DEVELOPMENT ARE REVIEWED AT THE SESSION OF THE GOVERNMENT

President Gurbanguly Berdimuhamedov held regular video conference working session of the Cabinet of Ministers. The agenda of the session included current issues of the state life.

Opening the session, Turkmen leader gave floor to Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov who reported on preparation to official visit of the Prime Minister of Malaysia to Turkmenistan.

It was mentioned that diplomatic relations between two countries have been established on May 17, 1992. For all these years, Turkmen – Malaysian cooperation has been dynamically developed. As for today, regulatory and legal framework of the partnership includes 28 documents, which have been signed on interstate, intergovernmental and interdepartmental levels.

Five high-level visits were made between Turkmenistan and Malaysia since 2007. Both countries demonstrates willingness to further improvement of beneficial relations in trade and economic sphere, transport and industrial complex, in high technology field and other perspective directions. Fuel and energy sector is an important direction of interstate cooperation where big Malaysian company Petronas is an old business partner of our country.

Continuing the report, the Vice-premier, Head of the foreign Ministry informed about preparation to official visit of the Government Delegation of Turkmenistan under the leadership of President Gurbanguly Berdimuhamedov to the Republic of Italy next month.

Having noted that strengthening of fruitful cooperation with Asian Pacific countries is outlined among priority directions of foreign course of neutral Turkmenistan, President Gurbanguly Berdimuhamedov stated with delight invariably friendly character of relations with Malaysia, which successfully developed in bilateral and multilateral format under competent regional and international organizations.

Speaking of Turkmen – Italian relations, President Gurbanguly Berdimuhamedov noted that cooperation between our countries also has significant potential including for activation of productive contacts in trade and economic sphere and between business structures.

After, the Head of the state called Deputy Chairman of the Cabinet of Ministers M. Meredov. The Vice-premier reported on practical implementation of the Programme of development of oil and gas industry of Turkmenistan until 2030 including on the measures for integrated modernization of infrastructure of national fuel and energy complex and expansion its export potential.

It was also reported about the situation in construction of Turkmenistan – Afghanistan – Pakistan – India gas line and on construction works at Turkmen part of this transnational energy route in this context.

Summing up the report, President Gurbanguly Berdimuhamedov made special mention of the importance of the TAPI project, which is a real contribution to the formation of modern architecture of energy security as an integral factor of sustainable development in regional and global scale.

At the same time, the construction of this pipeline initiated by Turkmenistan, is another realistic measure for implementation of national energy strategy, one of the factors of which is a creation of diversified system of transportation of energy carriers to the world markets based on the balance of interests of producers, transporters and consumers, the Head of the State highlighted.

The fact of colossal reserves of gas in Turkmen land, which is recognized by competent international experts, allows our country providing guaranteed long-term supplies of gas, which is always on high demand.

Completion of this project is very important in the aspect of peaceful restoration of neighbouring Afghanistan, its involvement to regional partnership, the Head of the state continued. Construction of new energy bridge will give strong impulse to economic development of the region in general.

Therefore, President Gurbanguly Berdimuhamedov summed up, the TAPI project would support further strengthening of constructive dialog, beneficial economic cooperation between member states as well as stimulation of wide regional cooperation.

The President of Turkmenistan reprimanded Deputy Chairman of the Cabinet of Ministers M. Meredov for unsatisfactory fulfilment of his duties and deficiencies admitted in his work with the last warning to correct admitted failures as soon as possible.

Deputy Chairman of the Cabinet of Ministers Ch. Purchekov reported on planned works in the etraps of Ashgabat under preparation to the 25th anniversary of neutrality of the country.

It was mentioned that works for development of the city are carried out. In addition, it was reported on the course of construction of facilities, which opening is planned in December next year and would be timed to International Neutrality Day.

Having noted historical importance of coming anniversary date, the Head of Turkmenistan ordered to coordinate activity of relative structures for completion of all planned works.

Deputy Chairman of the Cabinet of Ministers B. Ovezov reported on the work for opening of IT platforms carried out by Türkmenaragatnaşyk Agency and the Institute of Telecommunication and Information Technology.

It was informed that project, according to which it is planned to launch professional information technology platform on the base of the Institute where specialists and students would be able to improve qualification and technical knowledge as well as share the practice and receive education in the sphere of programme software.

President Gurbanguly Berdimuhamedov highlighted that all conditions have been made for training of qualified specialists. Distant lectures and video conferences with participation of foreign partners are regular held in universities due to implementation of digital technologies.

The concept of development of distant electronic education has to provide all capabilities for quality services in this field, which would meet national and international standards, Turkmen leader highlighted, having requested the Vice-premier to elaborate on the subject of opening of IT-platforms.

Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov reported on preparation of business forum, which is planned to be held in Milano on November 6 under official visit of the President of Turkmenistan to the Republic of Italy. It is planned to organize exhibition of production made in our country in the fields of the business meeting.

Participation of the Director of the Trade Agency of the Ministry of Commerce of Italy, the Vice-President of Lombardi Region, representatives of companies working in energy, oil and gas, chemical, food and textile industries, construction and building materials production spheres, agriculture and heavy engineering, transport and logistics is planned in the forum.

It is expected that more than 100 Italian companies and representatives of export oriented branches of the economy, members of the Union of Industrialists and Entrepreneurs will take part I the event.

Bilateral meetings will be organized in the fields of the forum. It is planned to sign documents on cooperation including in entrepreneurship direction by the outcomes of business talks.

After, the Vice-premier informed President Gurbanguly Berdimuhamedov on the results of the business forum in Tokyo, which was held with participation of 47 big Japanese companies including world famous Itochu, Kawasaki, Mitsubishi, Sumitomo, Toyota, Komatsu.

Proposals for opening of joint ventures I electronic industry, introduction of modern technologies to processing of biological wastes, training of management personnel for digitization of agriculture have been reviewed in details at the meeting.

In addition, Japanese business community expressed interest in cooperation in banking sphere, tourism, high technologies as well as in import of various Turkmen production and handmade national carpets.

In general, the forum has become an efficient ground for presentation of potential of the main branches of national economy, policy of the country in the sphere of trade and finances, study of expansion of cooperation including in investment field.

Having listened to the report, President Gurbanguly Berdimuhamedov noted that business forum in Tokyo, its outcomes and reached agreements have to activate bilateral trade and economic partnership. The Head of the State gave instructions for practical implementation of the intents highlighted at the business meeting, continuation of started dialog including entrepreneurship sphere, which has an important role in enhancement of export potential of the country.

Speaking of coming business forum in Milano, the President highlighted that its mission is to attract attention of Italian business circles to achievements of industrial complex and investment capabilities of our country. it also has to support the promotion of national commodities in European market and innovative processes in Turkmen economy, the Head of the State said, having addressed the Vice-premier with specific assignments for provision of high organizational level of this event.

Deputy Chairman of the Cabinet of Ministers P. Agamyradov reported on the preparation of International exhibition and scientific conference “Education and Sports” on November 14 – 15.

As it was informed around 120 companies from about 30 countries – manufacturers of computers and interactive equipment, language study and laboratory equipment, school furniture, visual aids, software developers, producers of sportswear and equipment, have confirmed their participation in the forum. Turkmenistan will be represented by high school educational institutes, educational and sport organizations, profile private companies.

Heads and professors of foreign universities will take part in scientific conference. Meetings and presentations, signing of documents aimed at the expansion of international cooperation in educational sphere are planned.

The Vice-premier presented programme of scientific conference where reports dedicated to the role of education in development of digital economy, formation of innovative base of social and economic growth of the country, international relations in education sphere, physical training and sport theme to the Head of the State for review. Sectional session will be held in Magtumguly Turkmen State University, Institute of Telecommunications and Information technology, the state Institute of Economics and Management, International University of humanitarian Studies and Development, the State Institute of Physical Culture and Sports.

Summing up the report, President Gurbanguly Berdimuhamedov noted that such form as exhibitions and conferences became one of actual tools supporting entering of Turkmenistan into unified world educational space, expansion of partnership of sport facilities of our country with profile foreign organizations.

In this context, necessity to study advanced practice and introduction of new educational methods and technologies, modern developments in digitization of educational processes, organization of big sport competitions and training of athletes and coaches has been highlighted.

Deputy Chairperson of the Cabinet of Ministers B. Abdiyeva reported on the Programme of cultural events as well as on opening of social and cultural facilities planned in November this year.

Information about the Days of Culture of the Republic of Armenia in Turkmenistan, for participation in which representative delegation chaired by the Deputy Minister of Education, Science, Culture and Sports of friendly states would come to our country, has been presented.

Exhibition of articles of decorative, applied and visual arts, meeting with teachers and students of the State Academy of Arts of Turkmenistan and Turkmen State Specialized Art School with specialists of Teryan Cultural Centre, demonstration of Armenian movies are planned during the event.

Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that partnership between Turkmenistan and the Republic of Armenia in humanitarian sphere is dynamically developed being an important factor of understanding and friendship between our nations.

Practice of mutual days of culture, participation in festivals, international conferences and contests held in both countries has been established in the last few years.

Speaking of the importance of coming event, the Head of the State highlighted that this cultural event would support the enrichment of interstate dialog.

Having highlighted the subject of coming opening ceremonies of social and cultural facilities and events timed to the celebration and remarkable events, the President ordered Vice-premier B. Abdiyeva to hold organization of planned events on proper level under control.

Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev reported on the course of agricultural reforms and seasonal field work in the regions.

Information about the measures for fulfilment of objectives set by the Head of the State for rational water use, wide attraction of private producers to agricultural section and introduction of advanced practice for increment of production of agricultural crops has been presented.

It was informed that sowing of winter crops has been accomplished in the regions and relative agrotechnical works are carried out. At the same time, collection of cotton is continued.

Having listened to the report, the President ordered to focus on the reforms in agriculture, having highlighted that systematic measures under agrarian reform are to turn this sector of national economy into high profit branch.

For these purposes, it is necessary to use new efficient management methods and to increase the share of private sector in agricultural complex, support successful tenants, which wold support stable economic growth and improvement of wellbeing of the population, the Head of the State said.

Chairperson of the Mejlis G. Mammedova informed about work carried out by the Parliament for bringing of legislation base to correspondence with time requirements.

At present time, development of new edition of the Procedural and Civil Code as well as work on amendments and addendums of the Laws on Hydrocarbon Resources, on Education, on Political Parties, on Public Associations, on Court, on Local Administration Authorities, on Local Representative State Authorities and other are carried out.

It was informed that members of Work Group established under the Mejlis for improvement of legal status of the People’s Council and making of relative amendments of the Constitution of the country study and classify coming proposals.

Having listened to the information, President Gurbanguly Berdimuhamedov noted that the main objective, on which the efforts of deputies have to be concentrated, are related with strengthening of legal foundation of the country, development of the economy, steadfast improvement of social and living conditions of the population, provision of rigths and freedoms of citizen and human.

The Head of the State has also outlined creation of relative legal base for successful realization of the Concept of digitization among priority vectors of work of the Mejlis’s work. Following this, it is important to develop draft legal acts and to review number of existing laws, President Gurbanguly Berdimuhamedov said.

Summing up the outcomes of the session, the Head of the State stated with delight positive dynamics of the country’s development and noted importance of integrated approach and coordinated activity during solution of objectives of home and foreign policy.
