SOCIAL AND ECONOMIC ISSUES IN THE AGENDA OF WORKING VIDEO CONFERENCE SESSION
President Gurbanguly Berdimuhamedov held video conference working session with participation of Deputy Chairman of the Cabinet of Ministers who is in charge of agricultural sphere, hyakims of the velayats and the capital. The agenda included issues of social and economic development of the country and seasonal agricultural works.
First, the Head of the State called Hyakim of Ahal Velayat S. Berdimuhamedov who reported on the situation in the velayat, measures for improvement of life level of the population, acceleration of construction rates of the facilities, agricultural activity in the fields.
Having listened to the report, President Gurbanguly Berdimuhamedov gave number of assignments related to enforcement of requirements set for hyakims of the etraps, increment of their personal responsibility for the situation in farming associations, awareness of the situation in the fields, analysis of works at the facilities, which are under construction according to National rural programme.
At the same time, it is necessary to take measures for proper preparation to spring sowing campaign in the velayat. It includes provision of farmers with high-quality seeds of cotton, preparation of agricultural equipment, which is going to be used in the coming campaign, the Head of the State continued.
It is also necessary to prepare to the sowing of potato and summer crops in the velayat. Provision of heating of living houses, schools and kindergartens in the region has to be under close attention. Timely completion of construction of facilities remains an important requirement.
After, the Head of the State called Hyakim of Balkan Velayat Ya. Gylyjov who reported on the situation at the agricultural fields of the region, agro technical works, measures for improvement of social and living level of the population. Information about work for care of wheat, comprehensive preparation of spring sowing has also been presented.
In addition, it was reported on the measures for successful solution of objectives of National rural programme, acceleration of construction rates of various facilities, which are planned to be put into operation this year.
Summing up the report, the President demanded heads of etraps to visit agricultural fields more often and discuss and to implement control of the fields communicating with farmers, to inspect facilities, which are built under National rural programme, systematically.
It is necessary to organize ploughing and planning of the fields allocated for the cotton according to agricultural standards, to prepare the seeds of cotton and other agricultural crops on time, the Head of the State pointed out, having addressed the Hyakim with assignments on this account.
President Gurbanguly Berdimuhamedov has also noted the necessity of uninterrupted heating of living houses, schools and kindergartens in the velayat. In addition, it is necessary to provide high quality and timely completion of construction of planned facilities.
Working video conference session was continued by the report of Hyakim of Dashoguz Velayat N. Nazarmyradov who reported on the situation in the region, in particular on agro technical activities expanded in the fields and on preparation to spring sowing.
Together with measures for care of the fields, special attention is paid to preparation to agricultural equipment and machinery.
Having listened to the report, President Gurbanguly Berdimuhamedov demanded the head of regional administration to increase personal responsibility of hyakims of etraps for the situation in farming associations. It was mentioned that local executive power authorities have to inspect works for care of the fields under crops, to analyse the condition of facilities, which are built under National rural programme.
The Head of the State gave assignments to the Hyakim of proper organization of spring sowing campaign, preparation of high-quality seeds of cotton and vegetable crops, mineral fertilization and irrigation of the fields under wheat taking into account soil and climate conditions of the velayat.
Besides, the President demanded to provide timely commissioning of facilities built in the region as well as to hold provision of heating of living houses, schools and kindergartens under permanent control.
Hyakim of Lebap Velayat T. Atahalliyev reported on works in agricultural complex, situation at construction sites, measures for further modernization of social and living, technical and engineering infrastructure on sites.
Having listened to the report, the President of Turkmenistan requested the Hyakim to provide the effectiveness of works in all spheres of the economy of the velayat. The Head of the State has also given instruction to increase personal responsibility of hyakims of etraps for preparation of fields to the cotton sowing and timely completion of agro technical works.
In addition, the Head of the State demanded the Head of regional administration to implement strict control of regularity of the site visits of the fields under crops by hyakims of etraps, work in farming associations and livestock farms.
Having expressed interest in the situation at construction sites of the velayat, the President pointed out the necessity to hold under control course and quality of works at the facilities, which are planned to be put into operation to the 25th anniversary on Turkmenistan’s neutrality.
Turkmen leader ordered to provide uninterrupted operation of heating systems of living houses, schools and kindergartens and heat, electricity, gas provision of the population in general, having addressed the Hyakim with assignments on this account.
Hyakim of Mary Velayat D. Annaberdiyev reported on the situation in the region and on work carried out at agricultural fields of the velayat.
Information about facilities, which are built in the region under National rural programme, including those, which are planned to be opened on occasion of the 25th anniversary of Turkmenistan’s neutrality, has been presented.
Summing up the report, the President demanded hyakims of etraps to implement strict control of agricultural works in the fields, to contact actively agricultural producers and population. The Head of the State has focused on enforcement of requirements for heads of local administration, their growing responsibility for specific results.
The Head of the State gave instructions to the Hyakim for integrated preparation of lands, machines and equipment to coming sowing campaign, increment of volumes of agricultural production, making of all conditions for productive work of farmers.
Having focused on improvement of wheat and cotton productivity, improvement of soil conditions of agricultural fields, the President ordered the Hyakim to carry out all seasonal works as per the schedule. Specific assignments were given on implementation of advanced agricultural methods, mineral fertilization of the fields under grain, vegetable, cucurbitaceous crops, potato and other crops.
It is necessary to provide quality of works at all big construction sites of the velayat and their timely commissioning, Turkmen leader said, having ordered to implement permanent control of realization of all plans.
Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev reported on the course of seasonal works in agricultural fields of the country. It was mentioned agro technical activities for care of winter crops including mineral and organic fertilization, weed control are carried out. Ploughing and planning are carried out at the fields allocated for spring sowing campaign.
At the same time, preparation of agricultural equipment, which is to be used in the cotton sowing, is carried out.
Having listened to the report, the Head of the State ordered the Vice-premier to carry out all agricultural campaign in optimum period. Specific instructions have been given on introduction of advanced methods to agricultural complex. According to time demands, it is necessary to improve irrigation system of the fields in all parts of the country, to apply modern methods of rational use of water resources.
It is necessary to study in details the opportunity of increment of the cotton productivity, scientifically-based organization of crop rotation on sites taking into account soil and climate conditions.
In this regard, President Gurbanguly Berdimuhamedov signed the Resolutions on Zoning of agricultural crops and agricultural production of velayats in 2020, on High production of cotton in Turkmenistan in 2020 and the Order on approval of limits of water use by velayats and etraps in 2020 and sent documents to the Vice-premier by electronic document management system, having ordered to hold fulfilment of these orders under control.
After, Hyakim of Ashgabat Sh. Durdiliyev reported on the current situation in the capital.
Summing up the report, President expressed discontent to the Hyakim for maintenance and development works in the capital. The Head of the State pointed out that hyakims of etraps of the city have to hold these subjects under strict control as well as to analyse the situation at the facilities under construction. This is also related to the events, which are to be held on occasion of the Neutrality Day.
Having highlighted that Ashgabat has to be an exemplary city in all aspects, the President focused on making of all conditions for residents and guests of the capital, having noted that this work has to be carried out on modern level.
Having focused again on the subjects of development, the President stated that comprehensive assessment of activity of each hyakim of the capital’s etrap would be given at the coming extended session of the Cabinet of Ministers dedicated to the outcomes of the last year.
Turkmen leader noted that digital technologies have to be actively introduced to activity of all structure of urban municipality. The Head of the State demanded to pay special attention to heating and electricity provision of living houses, schools and kindergartents.
Speaking of the facilities under construction in the capital, which are planned to be completed this year, the President ordered to hold the completion and quality of construction under strict control, having addressed the Hyakim with certain assignments.
Finishing working video conference session, President Gurbanguly Berdimuhamedov wished big success in work to all participants.
